RESOLUTION NO. 2001-012 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA APPROVING AND ADOPTING A <br />DISADVANTAGED BUSINESS ENTERPRISE (DBE) <br />PROGRAM TO BE INCORPORATED AS AN ELEMENT <br />OF ANY CITY PROCUREMENT PROGRAM FUNDED <br />WHOLLY OR IN PART BY ANY U.S. DEPARTMENT OF <br />TRANSPORTATION FEDERAL HIGHWAY <br />ADMINISTRATION FUNDING PROGRAM <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br /> Section 1. The City Council of the City of Santa Ana hereby, finds, determines <br />and declares as follows: <br /> <br />Pursuant to changes in Title 49 of the Code of Federal Regulations, the <br />U.S. Department of Transportation has directed that all local agencies <br />receiving Federal Highway Administration Funds (FHWA) meet specific <br />action and deadline requirements. <br /> <br />Part of the action deadline requirement is for a local agency to submit a <br />Disadvantaged Business Enterprise program for approval by Caltrans <br />,District Local Assistance Engineer. <br /> <br />The City of Santa Ana has Federal-Aid projects involving, in total, over <br />$9,000,000 in FHWA funds. <br /> <br />Caltran's final approval to advertise and contract for such projects is <br />contingent upon prior approval of the City of Santa Ana's Disadvantaged <br />Business Enterprise Program. <br /> <br /> Section 2. The City Council of the City of Santa Ana resolves that the attached <br />Disadvantaged Business Enterprise program is approved and adopted for incorporation <br />as an element of the procurement documentation for City programs supported by <br />Federal Highway Administration funds. <br /> <br />ADOPTED this 5thday of February, 2001. <br /> <br />ATTEST: <br /> <br />Patricia E.
