It was moved by Councilman Gilmore, secanded by Councilw~ Schlueter, that the <br />permit be approved subsequent to the filing of a police report determined to be <br />favorable by the City Manager. O~ request of Councilman Hubbard, the City <br />Attorney ruled this would probably be a delegation of legislative authority to <br />the City Manager.
