RESOLUTION NO. 2001-038 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPOINTING A DIRECTOR, ALTERNATE <br />DIRECTOR, PRIMARY REPRESENTATIVE AND <br />ALTERNATE REPRESENTATIVES TO THE BIG <br />INDEPENDENT CITIES EXCESS POOL JOINT POWERS <br />AUTHORITY <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br /> 1. The City Council of the City of Santa Ana hereby finds, determines and <br />declares as follows: <br /> <br />The City of Santa Ana is a member of the Big Independent Cities Excess <br />Pool (hereinafter "BICEP") Joint Powers Authority (hereinafter the <br />"Authority"). <br /> <br />The City of Santa Ana is a member of the Liability, Property and Workers' <br />Compensation Programs in the Authority. <br /> <br />The Joint Powers Agreement creating BICEP requires that a Director be <br />appointed by resolution to the Board of Directors of the Authority and an <br />Alternate Director be appointed by resolution to act in the Director's <br />absence. <br /> <br />The Liability, Property and Workers' Compensation Agreements dated <br />October 7, 1993, require the City to appoint one "Primary Representative" <br />and one "Alternate Representative" for each Program Committee to which <br />the City belongs. <br /> <br /> 2. The City Council appoints its Risk Manager, presently Jeff Stevens, to the <br />position of Director on the Board of Directors of BICEP. The Council appoints its <br />Liability Claims Coordinator, presently Zachary Gifford, to serve as Alternate Director in <br />the absence of the Risk Manager. <br /> <br /> 3. The City Council appoints its Risk Manager the Primary Representative, <br />and its Liability Claims Coordinator the Alternate Representative, on the Liability <br />Committee. <br /> <br /> 4. The City Council appoints its Risk Manager the Primary Representative, <br />and its Liability Claims Coordinator the Alternate Representative, on the Property <br />Committee. <br /> <br />Resolution No, 2001-038 <br /> Page 1 of 2 <br /> <br /> <br />
