5. The City Council appoints its Risk Manager the Primary Representative, <br />and its Workers' Compensation Administrator, presently Carolyn Richard, the Alternate <br />Representative, on the Workers' Compensation Committee. <br /> <br /> 6. The Director, Alternate Director, Primary Representatives and Alternate <br />Representatives designated herein, are authorized to represent the City's interests and <br />exercise the authority of the City with respect to coverage and programs. They are <br />further authorized to vote on behalf of the City on all matters delegated to the Board of <br />Directors and sign amendments approved by the Board of Directors under the Liability <br />Risk Coverage Agreement and the Trust Indenture. The designated individuals shall <br />keep the Council informed of all such matters on a timely basis. <br /> <br /> 7.
