MINUTES OF THE REGULAR ~m~ING <br />OF Ta~ CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />March 16, 1964 <br /> <br />The meeting was called to order at 7:30 p.m. in the Council Chambers, 217 North <br />Main Street. Roll call was answered by Councilmen Royal E. Hubbard, Harry H. <br />Harvey, James Gilmore, Henry H. Schlueter, and Mayor A. Allen Hall. Following <br />the Pledge of Allegiance to the Flag, the Invocation was delivered by the Reverend <br />George ~J. Busdiecker, St. Peter Evangelical Lutheran Church. <br /> <br />II~TRODU~TIONS <br /> <br />Ms,or Hall welcomed a De Molay gromp <br />observing Civic Day, and each <br />Council~-~ introduced the young <br />man who was acting as his counterpart <br />for the ~ay. <br /> <br />Mayor <br />Vice Nayor <br />Counc~ lma- <br />Councilman <br />Cou~c~ 1 m,~ <br />City Mamager <br />City Attorney <br /> <br />~ron Quivey <br />Mike Bray <br />Bob Huntsman <br />Bruce Preston <br />Charles D~wns <br />George Hagan <br />Skip Tall_man <br /> <br />Mayor Hall. introduced the Honorable Alex Smekta, Mayor of Rochester, Minnesota <br />and Pre~sident of Toastmasters International, and presented him with a Key to <br />the City. Mayor Smekta presented a Scroll to Mayor Hall on behalf of Toastmaster <br />Interna$ional, expressing appreciatiea to the City of Santa Aha and its Officers <br />for the cordial relations and community support which Toastmasters has received <br />since iSs founding forty years ago. <br /> <br />APPROVAL OF MINUTE~ <br /> <br />O~ motion of Councilman Hubbard, <br />seconded by Councilman Schlueter and <br />carried, the Minutes of the Re~Alar <br />Meeting of March 2, 196~ were approved <br />a~ mailed. <br /> <br />~A~ING - ASSE~S. DIST. 21~ Mayor Hall announced that this was <br /> the time and place fixed for hearing <br /> protests, objections or appeals in <br /> respect to the diagram, assessment <br />and wor~ done in Assessment District No. 21~ (B~lsa-Andres) under and pursuant <br />to resolution of intention, Resolution No. 6~-~9, end the Improvement Act of <br />1911. ~he Clerk presented the affidavit of publication and the certificates of <br />mailing and posting notice of hearing on the assessment. On motion of C~uncilman <br />Hubbard~ seconded by Co~uci~a~ Schlueter and carried, Council received and ordered <br />filed the~ffidavit certificates. <br /> <br />The Clerk presented the diagram and assessment to the Council. Franklin T. <br />Hamilton, 611 Wilshire Boulevard, Los Angeles, Special Counsel for the City, <br />Briefly explained the purpose of the hearing. Hmgh Foreman, Director of Pmblic <br />Works, ~estified that the work was constructed in substantial c~a~liance with <br />the plans and specifications, and that the assessment was prepared and spread <br />by him, and that in his opini~m the assessment had been spread upon the lots or <br />parcels of land in the district subject to assessment in proportion to the <br />benefit~ arising from the work to be received by each such lot or parcel. <br /> <br />The Clerk read a letter from ~t~.lph R. Garza, 4733 W. Melric Drive, protesting <br />the assessment.
