CONCESSION STANDS The M~nager reported that no bids had been <br /> received for construction of concession <br /> stands at the Municipal Stadium, and <br /> requested authorization to readvertise. <br />On motion of 0ou~cilmau Harvey, seconded by OOU~cilm-u Schlueter and carried, <br />Council authorized readvertising, with bid opening date June 1, 1964. <br /> <br />RESTR00M FACILITIES The City Manager reported on bids received <br /> for construction of a concrete block <br /> restroom building for Santiago Park, <br /> stating that one bid had been received in <br />the amount of $6,932.00, this being close to the est~=-ted cost. 0~ motion <br />of Councilman Euhbar~, seconded by Counc~lm-u Narvey and carried, Council <br />awarded the contract to R. L. Steimmetz. <br /> <br />HEARING - <br />WINDH AMBULANCE <br /> <br />Councilman Gilmore returned to the Council <br />Cb-tuber and took his seat at the Council <br />table. <br /> <br /> Mayor Hall opened the continued hearing <br /> on application of WinCh Ambulance Service <br />to operate sm ambulance in the City. <br /> <br />~emmeth Bryant, 900 N. Broadway, attorney for the applicant, reviewed the <br />acti~s takan to date, ~oted the co~fusion caused by having a conflict in <br />ordinances, am~ asked that clarification be made by rewriting the ordinance. <br /> <br />Stan~ey Gould, 900 N. Broadway, attorney for Acker Ambulance Company and <br />Margam Ambulance C~pamy, submitted a letter to the Council stating that <br />the Superior Cour~ had continued the hearing of the restraining order against <br />the City to August ~rd, a~d asking for contin,,~nce of the Council hearing to <br />August 17, 1~64. <br /> <br />Om motion of ~ounc~lm*n Nubbard, seconded by Councilman Earvey and carried, <br />Council continued the hearlug to August B, 1964. <br /> <br />HEARING - <br />ROm~ <br /> <br />Mayor Eall opened the hearing on Amendment <br />Application 494 filed by Vera B. Rohrs <br />proposing to amend Sectional District Map <br />6-5-9 by reclassifying from the R 1 to the <br /> <br />R 4 district, property on the east side of Santiago between 17th and Catalina. <br />Plam~img Commission Resolution 5679 recommended denial. <br /> <br />The Clerk reported that evidence of giving notice of the hearing was on file <br />in the office of the Clerk and that written communications had been received <br />fram the following: W. C. Bertrand, 2~05 N. Hathaway and Charles R. Moller, <br />~r., 2637 N. Larchmont, oppos~ng the application; and a letter from C. E. <br />Poush, favoring the application. On motion of Counc~lm-u Hubbard, seconded <br />by COunCilman S~blueter amd carried, the comammications ware received and filed. <br /> <br /> PROPON~T'S Robert Rick. les, 611 W. 8th Street, attoruey <br /> TESTIMONY representing the Rohrs and ~eller interests, <br /> reviewed a report of Ruth & Krushchk~v <br /> which indicated that Santa Ana's population <br />would double in the next 16 years, and that the eight units to an acre should <br />increase by necessity to 12 units an acre. He cited a Pl-n~ing Department <br />survey indicatfng that apartments yield less children per unit than single <br />homes; compared property values, tax production, and public services for R 1 <br />and R 4 developments; cited sales records of properties adjacent to other <br />garden apartments, showing an increase in values; and cited other R 4 develop- <br />ments adjacent to R 1. <br /> <br />CITY COUNCIL - 391 - May 21, 1964 <br /> <br /> <br />
