use impacts associated with the loss of prime farmland and agricultural land of statewide <br />importance. For the reasons stated above, and based on substantial evidence in the record before <br />it, the City £mds that the unavoidable adverse environmental effects related to air quality and land <br />use are acceptable and, furthermore, finds that the benefits of the project outweigh its unavoidable <br />adverse environmental effects. <br /> <br />8.0 RECORD OF PROCEEDINGS <br /> <br />Various documents and other materials constitute the record of proceedings upon which the City <br />bases its Findings and decisions contained herein. Most documents related to this Final EIR are <br />located at the City of Santa Ana, Planning and Building department, located at 20 Civic Center <br />Plaza, Santa Ana, CA 92702. Some documents included in the record of proceedings may also be <br />located at the offices of consultants retained by the City for this project. <br /> <br />9.0 SUMMARY <br /> <br />1. Based on the foregoing Findings and the information contained in the record, the City has <br /> <br />made one or more of the following findings with respect to each of the significant effects of the <br />project identified in the Final EIR: <br /> <br />a. Changes or alterations have been required in, or incorporated into, the project which <br />avoid or substantially lessen the significant environmental effects on the environment. <br /> <br />b. Those changes or alterations are within the responsibility and jurisdiction of another <br />public agency and have been, or can and should be, adopted by that other public agency. <br /> <br />c. Specific economic, legal, social, technological, or other considerations, make infeasible <br />the mitigation measures or alternatives identified in the Final EIR that would otherwise avoid or <br />substantially lessen the identified significant environmental effects of the project. <br /> <br />2. Based on the Findings stated herein and information contained in the record, it is hereby <br />determined that: <br /> <br />a. All significant effects on the environment due to the Approval of the project have <br />been eliminated or substantially lessened where feasible. <br /> <br />54 <br /> <br /> <br />
