SECTION 3. Duties of the Chairman. The chairman shall exemise general <br />supervision of the affairs and activities of the. Commission and shall preside at all <br />Commission meetings. <br /> <br /> SECTION 4. Duties of the Vice-Chairman. The vice-chairman shall perform the <br />duties of the chairman in the event of his absence or inability to perform his duties. <br /> <br /> SECTION 5. Removal. Any officer may be removed for just cause from office by <br />two-thirds (2/3) vote of the appointed Commissioners and with the approval of the City <br />Council. <br /> <br /> SECTION 6. Vacancies. A vacancy in either office shall be filled by the <br />Commission for the unexpired portion of the term. <br /> <br /> SECTION 7. Secretary. The Secretary shall keep the records of the <br />Commission, act as secretary at Commission meetings, hearings and such other <br />sessions as required, and perform all duties incident to the position. The Secretary <br />shall record all votes and keep a record of the proceedings of the Commission. <br /> <br /> ARTICLE V - VACANCIES <br /> <br /> SECTION 1.
