period of time at the discretion of the Chairman 'or expressed in a motion. All persons <br />addressing the Commission shall do so through the Chair. <br /> <br /> SECTION 3. Closinc~ the Hearinq. After all speakers have been heard, the <br />Chairman shall declare the headngs closed. A closed hearing may be re-opened only <br />on motion and vote as hereinafter provided. After close of the hearing, member of the <br />Commission may publicly discuss the matter before them and may ask questions of <br />persons who have spoken before the Commission. <br /> <br />ARTICLE III - PROCEDURES <br /> <br /> SECTION 1. Processina of Motions. A motion shall be made and seconded. If <br />any debate then follows, and it is likely that there will be confusion as to the motion, the <br />Chairman should ask the Secretary to read from his/her notes. A motion may not be <br />withdrawn by the mover without the consent of the second and the approval of the <br />Commission. <br /> <br /> SECTION 2. Motion bv Chairman. The Chairman has the right to make or <br />second motions and in his absence the Vice-Chairman acting in the same capacity as <br />Chairman has the same right. <br /> <br /> SECTION 3. Priority of Motion. When a motion is made before the Commission, <br />no motion shall be entertained except (1) to adjourn, (2) to fix the hour of adjournment, <br />(3) to lay on the table, (4) for the previous question, (5) to postpone to a certain date, (6) <br />to refer, (7) to amend, and (8) to postpone indefinitely. These motions shall have <br />precedence in the order indicated. <br /> <br /> SECTION 4. Decision. A decision made by the Commission is made by vote of <br />the Commission on the motion. <br /> <br /> SECTION 5. Tie Vote. In the event of a tie vote on a motion, the Commission <br />shall be deemed to have made no decision, and such alternative motions may be made <br />until the Commission makes a decision. <br /> <br />ARTIVLE IV - OFFICERS <br /> <br /> SECTION 1. Desionated Officers. The officers of the Commission shall be a <br />Chairman and a Vice-Chairman. <br /> <br /> SECTION 2. Election and Term. Officers shall be members of the Commission <br />and shall be elected annually in August by a majority of the appointed Commissioners, <br />with the term commencing on the next regular meeting. Each officer shall serve for a <br />one year term, not to exceed two consecutive terms, or until the appointment of his <br />successor. <br /> <br />Resolution No. 2002-085 <br />Page 4 of 5 <br /> <br /> <br />
