DEFINITIONS: <br /> <br /> 4.1 Barriers to Employment: Circumstances which interfere with <br /> <br />Welfare-To-Work (WTW) participation, employment or job search. <br /> <br /> 4.2 CalWORKs: The acronym for the California Work Opportunity and <br />Responsibility to Kids Act of 1997. as described in Section 11200 of the <br />Welfare and Institutions Code. <br /> <br /> 4.3 Community Service: A Welfare-To-Work training activity that is <br />temporary and transitional, which is performed in the public or private non- <br />profit sector under close supervision, and provides participants with job <br />skills that can lead to employment while also meeting a community need. The <br />Community Service activity is not intended to be punitive in nature or seen as <br />a last stop program for participants approaching the sixty (60) month time <br />limit. It is an opportunity to succeed through an intense case management <br />approach that utilizes all available resources in a focused manner. Community <br /> <br /> mandated under California Welfare and Institutions Code Section <br /> <br />Service is <br /> <br />11322.9. <br /> <br /> 4.4 Electronic Data Systems (EDS): COUNTY provided Electronic Data <br />Systems through which participant referrals are received by CONTRACTOR and <br />data is recorded regarding services provided to participants. <br /> <br /> 4.5 One-Stop Centers: Employment-based facilities integrating COUNTY <br />and One-Stop Partners into a single comprehensive center, providing a mix of <br />core. intensive and training services to businesses seeking employees and <br />participants seeking jobs under various federal and state funded programs. <br />The centers have been established statewide under SB 1417 (Chapter 819. <br />Statutes of 1994) to implement a collaborative system of employment, training <br /> <br />(WSH0403) 5 of 37 <br /> <br /> <br />
