Fourth Street, 4th Floor <br />Santa Ana, CA 92701 <br /> <br />RE: Seismic Retrofit Design of City of Santa Aha Bridges <br /> <br />Dear Mr. Ross: <br /> <br />W. Koo & Associates (WKA) is pleased to present the enclosed fee proposal for the performance of the <br />entire scope of work for the referenced project as described in the City's RFP dated September 9, 1998, <br />and addendum One dated September 23, 1998. We have carefully reviewed the Statement of Work as <br />contained in the RFP, and have made reasonable effort to estimate the amount of work that will be <br />required to prepare a complete and biddable contract document that consists of plans, specification and <br />estimates (PS&E) to retrofit these three critical bridges. However, it is necessary to make a number of <br />assumptions based on our understanding of the project and the reasonably expected level of effort <br />which is derived from our past experiences on similar projects. These assumptions are summarized <br />below: <br /> <br />Permit Processing - The PS&E will be processed through the Orange County Public Facilities and <br />Resources Department (PF&RD), the U.S. Army Corps of Engineers (USACOE) for approval. In <br />addition, a permit will be needed from the Regional Water Quality Board due to excavation and de- <br />watering within the river bed. No regulatory permitting CUSACOE 404 or U.S. Department of Fish <br />and Game 1601) is anticipated since this is a lined channel and no modifications will be made to the <br />lined river bed. Processing with the USACOE will not require new hydraulic since the proposed <br />retrofit (and anticipated modifieatinns) will not alter the hydraulic flow area. The primary issue with <br />PF&RD is anticipated to be the potential closure or temporary detour of the Santa Ama River bike trail. <br /> <br />Survey -Survey service is typically not required for a seismic retrofit projects when adequate record <br />drawings of the bridge and street/channel improvements are available. It is assumed that any necessary <br />survey information would be provided by the City. The project team has survey capabilities which can <br />be provided on a time and material basis. <br /> <br />Utility Research/Coordination -Utility research will be limited to contacting known utilities in the <br />area of each bridge and requesting information regarding their facilities in the vicinity. Identified <br />utilities will be shown on the Foundation Plans for each bridge. _Plans will be forwarded to each utility <br />agency for verification that their facilities are shown correctly. Preparation of utility relocation is not <br />anticipated at this time, and the costs are not included in this fee proposal. It is assumed that any <br />facilities which may require relocation will be handled by the owner.
