Mr. James G. Ross/City of~l~ta Aha September 30, 1998
Proposal for Santa Aha Bridges Page two

First Street Bridge-

Overhead SCE parallel to First Street along the north edge of deck
SCE Guide wire crossing west abutment
Waterline along the south edge of bridge deck

Fifth Street

diameter water line in the southern most bay between "T" girders
Telephone ducts in the northern most bay between "T" girders
Overhead SCE parallel to Fifth Street along the north edge of deck

McFadden Avenue

12" diameter water line in the southern most bay between "T" girders
84" RCP upstream of the bridge on the east channel bank

Traffic Control Plans -No traffic control is anticipated for Fifth Street, since all retrofit is in the
river. First Street and McFadden Avenue will require some type of staged construction to permit the
abutment retrofit to be constructed. This scope includes preparing a site specific plan sheet for each
bridge (First and McFadden) showing staged construction and lane closures. This scope could be
reduced if construction staging and traffic control can be handled with single lane closures utilizing the
APWA WATCH Manual.

Services During Construction - The cost for services during construction is developed based on a
very limited involvement by the consultant. It is assumed that we will attend the pre-construction
meeting and one subsequent meeting. The review of shop drawings will be limited to submittals that
would normally require the engineer of reeord's review, such as piles design, concrete mix, and ,cable
restrainers, etc. We will not review construction working drawings, such as rebar placement drawings,
falsework and formwork. Contract clarification activities will be limited to responding to RFI from
the construction managers via telephone. Contractor may propose alternative design, which would
require engineer's review and approval. The effort for performing that task is not included in the fee
proposal. It is our recommendation that the SDC hours and fee for this project be re-evaluated upon
completion of the PS&E phase.

WKA appreciates the opportunity to present this fee proposal to the City of Santa Aha on this
challenging project. We look forward to working with the City of Santa Ana on the next phase of the
proposal process.

Sincerely,

//~& Associates

Wei Koo
Project Manager

Templatel/30-Sep-98
