MINUTES OF THE REGULAR MEETING <br />OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />December 21, 1964 <br /> <br />The meeting was called to order at 7:30 p.m. in the Council Chambers, 217 N. <br />Main Street. Roll call was answered by Councilmen Royal E. Hubbard, Harry H. <br />Harvey, James Gilmore, Henry H. Schlueter, and Mayor A. Allen Hall. Following <br />the Pledge of Allegiance to the Flag, the Invocation was delivered by the <br />Reverend Fred Niedringhaus, First Congregational Church. <br /> <br />APPROVAL OF MINUTES <br /> <br />On motion of Councilman Hubbard, <br />seconded by Counc~lm-~ Schlueter <br />and carried, Council approved as <br />mailed the Minutes of the Regular <br />Meeting of December 7, 196~. <br /> <br />CERTIFICATE OF Mr. Lester Fant, Orange County Chair- <br />RECOGNITION man, American Red Cross, presented <br /> to Eon Lewis~ Swimming Pool Manager <br /> for the Recreation Department, a <br />plaque commending the department's activity in teaching youngsters to swim. <br /> <br />BID AWARD - On motion of Councilman Hubbard~ <br />STOP~4 DRAIN seconded by Counci]zlan Schlueter <br /> and carried~ Council ordered filed <br /> a report of bids received for <br />construction of storm drain in Bristol between Santiago Creek and W. Orange <br />Road~ Project D-51; approved award of contract to Earnest A. Redfearn Company <br />at unit prices; and rejected all other bids. <br /> <br />HEARING - Mayor Hall opened the hearing <br />WA~D BOUNDARIES continued from December 7~ 1964 <br /> for any objections or suggestions <br /> regarding the makt,xg of changes in <br />Ward boundary lines prior to the General Municipal Election. The Clerk reported <br />that no written communications or objections had been received. <br /> <br />Mrs. Janice Boer, 912 N. Lowell~ requested that Precinct 99 be added to Ward <br />5 so that City's three shopping centers would not be in the same ward~ stating <br />that the Honer Plaza Association supported such a change, and that the change <br />would not disturb the ten percent balance required by law. There being no <br />further testimony~ the hearing was closed. <br /> <br />O~D. NS-772 <br />WARDS <br /> <br />ORDINANCE NS-772 CHANGING AiID <br />ESTABLISHING THE BOUNDARY LINES <br />OF THE WARDS OF THE CITY OF SANTA <br />ANA was read by title. <br /> <br />It was mOVed by Councilman Hubbard, seconded by Councilman Schlueter that <br />further reading be waived and Ordinance NS-772 be passed to second reading. <br /> <br />Mrs. Boer protested adoption of the motion without further co~ ideration of <br />her request, stating all other requests for changes had been approved. Council- <br />man Harvey explained that ward lines are based on population alon~ not types <br />~fbusinesses; that CounciLmen are elco. ted on City-wide basis and serve all <br />people.
