MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA December 21, 1964 The meeting was called to order at 7:30 p.m. in the Council Chambers, 217 N. Main Street. Roll call was answered by Councilmen Royal E. Hubbard, Harry H. Harvey, James Gilmore, Henry H. Schlueter, and Mayor A. Allen Hall. Following the Pledge of Allegiance to the Flag, the Invocation was delivered by the Reverend Fred Niedringhaus, First Congregational Church. APPROVAL OF MINUTES On motion of Councilman Hubbard, seconded by Counc~lm-~ Schlueter and carried, Council approved as mailed the Minutes of the Regular Meeting of December 7, 196~. CERTIFICATE OF Mr. Lester Fant, Orange County Chair- RECOGNITION man, American Red Cross, presented to Eon Lewis~ Swimming Pool Manager for the Recreation Department, a plaque commending the department's activity in teaching youngsters to swim. BID AWARD - On motion of Councilman Hubbard~ STOP~4 DRAIN seconded by Counci]zlan Schlueter and carried~ Council ordered filed a report of bids received for construction of storm drain in Bristol between Santiago Creek and W. Orange Road~ Project D-51; approved award of contract to Earnest A. Redfearn Company at unit prices; and rejected all other bids. HEARING - Mayor Hall opened the hearing WA~D BOUNDARIES continued from December 7~ 1964 for any objections or suggestions regarding the makt,xg of changes in Ward boundary lines prior to the General Municipal Election. The Clerk reported that no written communications or objections had been received. Mrs. Janice Boer, 912 N. Lowell~ requested that Precinct 99 be added to Ward 5 so that City's three shopping centers would not be in the same ward~ stating that the Honer Plaza Association supported such a change, and that the change would not disturb the ten percent balance required by law. There being no further testimony~ the hearing was closed. O~D. NS-772 WARDS ORDINANCE NS-772 CHANGING AiID ESTABLISHING THE BOUNDARY LINES OF THE WARDS OF THE CITY OF SANTA ANA was read by title. It was mOVed by Councilman Hubbard, seconded by Councilman Schlueter that further reading be waived and Ordinance NS-772 be passed to second reading. Mrs. Boer protested adoption of the motion without further co~ ideration of her request, stating all other requests for changes had been approved. Council- man Harvey explained that ward lines are based on population alon~ not types ~fbusinesses; that CounciLmen are elco. ted on City-wide basis and serve all people. Councilman Gilmore sta.~ed he could see no reason to make a change unless sc~eone from ~inct 99 wished~'~o run for Council. CITY COUNCIL - 126 . December 21, 196~
