REC. OF SURVEY 388 <br /> <br />Council considered Preliminary Recor~ of <br />Survey 388 filed by Grace Wo Conklin and <br />U. S. Post Office to create three R i and <br />C 5 parcels east of Grand, south of Santa <br />Clara. <br /> <br />Richard Wimter, Real Estate Officer for the Post Office Department, stated <br />that the applicants concurred with the first seven items of the Plamni~g <br />Direct~r's~report, but disputed the requirement that major access for all three <br />parcels be located at the intersection of Old Grand aed Santa Clara. Alternatives <br />1, 2, and 3 were displayed showing various access proposals. Nro Wi~ter stated two <br />access points on Gran~l and one om Santa Clara were considere~ necessary, or a <br />combination of Alternatives 2 and 3, and requested waiver of alley requirement. <br /> <br />Leo Considine, 811 N. Broadway, representing ~rSo Comklin, stated that develop- <br />ment of parcel A was not ~-~-diately being considered, and asked for an <br />explanation of Item C5 requirimg that owner submit street improvement plams for <br />Graed and Santa Clara. The Planni~gDirect~r explained that if and when the <br />land is developed to another use, it would he required at that time that the <br />improvements be made. <br /> <br />Framk Bueche, 1621 E. 21st, representing Russell Rohrs, stated that the traffic <br />problem was of concern to everyone; and that the logical ingress offSanta <br />Clara is opposite Old Grand. Noel Conway, 1521 Eo Catalina, speaking for the <br />Santa Aha East Homeowners Association, stated that Rib should be used exclusively <br />for parking, and that residents would have no objections if it were so used; <br />that the complaint was the usage by semi-trucks as ingress and egress. Ne also <br />questioned w~aether or not a timely filing of the map had been made. Mas. Bally <br />Rosan, 15B~ E. 21st, supported Mr. Conway's statements regarding Rib use. <br /> <br />A discussion followed regarding various turning movements and maneuvering <br />space in the lot. Mr. Bueche suggested a Conditional Use Permit or conditional <br />access to Santa Clara until Mrs. Conklin decides the future use of the corner <br />property.
