Special inspectors qualification examinations are to be given only for the <br />execution of the work described under Section 1701 of Volume 1 of the California <br />Building Code in the incorporated area of the City of Santa Ana. <br /> <br /> SECTION 17: The City Council of the City of Santa Ana hereby finds, <br />determines and declares that adoption of Section 8-131 amending California Building <br />Code section 1900.4.4 is necessary because most of Orange County is located above <br />some type of aquifer that is often just a few feet below the surface. In addition, the area <br />is subjected to potentially severe rainstorms during the winter months. Combining <br />these two water sources with the water retention capacity of the area's expansive soil <br />produces a condition wherein the moisture content of the soil is sufficient to increase <br />the moisture content of concrete in contact with the soil. Concrete has the potential to <br />transfer that moisture to the structure causing structural deterioration unless a moisture <br />barrier is provided. <br /> <br /> SECTION 18: That section 8-131 is added to Chapter 8 of the Santa Ana <br />Municipal Code to read in full as follows: <br /> <br />Section 1900.4.4 is amended to read as follows: <br /> <br />SECTION 1900.4.4 - Minimum Slab Thickness. The Minimum thickness of concrete <br />floor slabs supported directly on the ground shall not be less than 3 1/2 inches (89 mm). <br />An approved vapor barrier membrane shall be placed under slab floors for human <br />occupancy and supported directly on grade. <br /> <br />EXCEPTION: When justified by a soils report and approved by the Building <br />Official, the vapor barrier may be omitted. <br /> <br /> SECTION 19: The City Council of the City of Santa Ana hereby finds, <br />determines and declares that adoption of Section 8-132 amending California Building <br />Code section 1922.10.3 is necessary due to prevailing expansive soil conditions in <br />Orange County, deleting this exception would require that slabs be reinforced with <br />minimum reinforcement, a typical requirement, specified routinely by soil engineers and <br />used widely by design engineers to mitigate damage due to soil expansion and <br />shrinkage. <br /> <br /> SECTION 20: That section 8-132 is added to Chapter 8 of the Santa Aha <br />Municipal Code to read in full as follows: <br /> <br />Section 1922.10.3 is amended to read as follows: <br /> <br />1922.10 <br /> <br />Seismic Requirements for Plain Concrete. <br /> <br />Ordinance No. NS-2522 <br /> Page 13 of 47 <br /> <br /> <br />
