The Plumbing Code as amended, together with all other <br />provisions of this article, shall be known as the City of Santa Ana Plumbing Code. <br /> <br /> SECTION 24: The City Council of the City of Santa Ana hereby finds, determines <br />and declares that the topography of the City of Santa Ana is near sea level. This is <br />problematic for long distance drainage as proper drainage requires a minimum of a one <br />percent (1%) downhill grade. The amendment of section 8-340 provides soil <br />compaction guidelines so that installation of the drain line is well supported and <br />prevents the failure or sagging of the drain lines due to the short range of elevation <br />between the topographical surface of the City and the topographic surface level and <br />location of the sewage treatment plant that the drains must reach. As a result, a <br />certification by a registered soils engineer is necessary because there must be specific <br />guidelines for compaction or there is a potential risk of the system's failure to drain <br />properly. <br /> <br /> SECTION 25: That section 8-340 of the Santa Aha Municipal Code is hereby amended <br />such that it reads as follows (new language in bold, deleted language in strikeout for tracking <br />purposes only): <br /> <br />8-340 Piping in the ground (California Plumbing Code Section 314.3) <br /> <br />314.3 of the Plumbing Code is amended to read as follows: <br /> <br /> Piping in the ground shall be laid on a firm bed for its entire length. Building <br />drains, sewers and storm drain piping systems in the ground, and designed and <br />approved at less than one (1) percent grade, shall be laid on a continuous firm bed, <br />certified by a registered soils engineer as having a compaction level of not less than <br />ninety (90) percent density. Where support is otherwise provided, it shall be acceptable <br />to the Administrative Authority. <br /> <br /> SECTION 26: The City Council of the City of Santa Ana hereby finds, determines <br />and declares that amendment to section 8-341 is necessary to provide proper support <br />for all horizontal piping, because of the significant potential for damage due to seismic <br />activity. Cast iron is deemed unsafe in light of the seismic zone because of its weight <br />and flexibility. Santa Aha is in close proximity to major active fault systems in Southern <br />California. This area has been designated as seismic zone #4, the highest seismic risk <br />zone in a four-tiered hierarchy that rates the potential risk for seismic activity by <br />geographical areas. As a result, a finding has been made that all suspended piping is <br />to be braced to prevent movement or pipe failure. <br /> <br /> SECTION 27: That section 8-341 of the Santa Ana Municipal Code is hereby amended <br />such that it reads as follows (new language in bold, deleted language in strikeout for tracking <br />purposes only): <br /> <br />Sec. 8-341.
