MINUTES OF THE REGULAR MEETING <br />OF T"": CITY COUNCIL OF THE <br />CITY OF SANTA ANA, CALIFORNIA <br /> <br />April 5, 1965 <br /> <br />The meeting was called to order at 7:30 p.m. in the Council Chambers, 217 <br />North Main Street. Roll call was answered by Councilmen Royal E. Hubbard, <br />Harry H. Harvey, James Gilmore, Henry H. Schlueter, and Mayor A. Allen Hall. <br />Following the Pledge of Allegiance to the Flag, the Invocation was delivered <br />by the Reverend Ralph King, Johnson Chapel, Methodist Church. <br /> <br />APPROVAL OF MINUTES <br /> <br />On motion of Councilman Hubbard, seconded <br />by Councilm-B Schlueter and carried, <br />Council approved the Minutes of the <br />Regular Meeting of March 15, 1965, and <br />the Special Meeting of March 26, 1965. <br /> <br />POLICE DEPARTMENT Councilman Harvey outlined a ten point <br />INVESTIGATION program which had been negotiated by <br /> Councilmen Harvey and Gilmore and <br /> City Manager Thornton, designed to <br />review, rehabilitate and reconcile differences in the Police Department, the <br />highlights of which are: review of existing procedures and policies; new <br />Police Department Manual, spirit of reconciliation with no retribution or <br />further attempt to place blame; privileges of their rank for reinstated <br />personnel; devotion of the Chief of Police to strengthening the department; <br />a five-man Police Review Hoard; re-evaluation of in-service training; Manager <br />to keep Council informed as to progress and success of the program. <br /> <br />INTRODUCTIONS <br /> <br />Mayor Hall introduced the wives of <br />retiring Council members Hubbard, <br />Schlueter and Hall. He then had all <br />Candidates for Council present introduce <br />themselves to the audience. <br /> <br />BID AWARD - On motion of Councilman Hubbard, seconded <br />WELL 16 by Councilman Schlueter and carried, <br /> Council ordered filed a report of bids <br /> received for construction of improvements <br />to Well 16, Spec. 65-2; approved award of the contract to E. H. Applegate <br />Company at unit prices; and rejected all other bids. <br /> <br />BID AWARD - On motion of Couacilm-u Hubbard, seconded <br />ALOHA PARK LIGHTING by Councilm-~ Schlueter and carried, <br /> Council ordered filed a report of bids <br /> received for installation of lighting <br />facilities at Aloha Park Ball Field and letters of protest frmm Freda Hiner, <br />and Wanda Nollaway; approved award of the contract to Allen Engineering Co. <br />in the amount of $10,980; and rejected all other bids. <br /> <br />BID AWARD - On motion of Councilman Hubbard, seconded <br />CONCESSION STANDS by Councilman Harvey and carried, Council <br /> ordered filed a report of the bid received <br /> for construction of two concession stands <br />at the Municipal Stadium, Spec. 691-20; approved award of the contract to <br />J. Ogden Markel in the amount of $8,868.00; and rejected all other bids. <br /> <br />~rUI. 5, 1965 <br /> <br /> <br />
