Professional Support Services <br />Measure M/Combined Transportation Funding Programs (CTFP) <br />Urban Crossroads, Inc. provides professional transportation planning, <br />engineering, GIS and support services to local agencies and private entities <br />throughout southern California. The broad range of services available is provided <br />by staff with extensive experience in all facets of transportation planning, project <br />development and funding programs. <br />Recent additions to our team enable expansion of the services we can provide to <br />our valued clients. Traversing the maze of eligibility requirements, policies and <br />procedures related to Measure M and access to more than $80 million per year <br />for local roadway improvements and programs can be daunting. Urban <br />Crossroads can assist you with each of these critical elements to ensure <br />maximum success. <br />Measure M Payment Requests <br />The CTFP includes six competitive grant programs with current local agency <br />allocations in excess of $50 million per year. Reimbursement guidelines are <br />liberal and permit up to 90% payment of the grant upon award of a formal <br />contract for services with the remaining 10% reimbursed at the conclusion of the <br />project and submittal of a satisfactory final report. Historically, local agencies of <br />requested reimbursement of less than 30% of what they were eligible to receive. <br />Another 25% has been requested after more than a year from when agencies <br />could have submitted an invoice. This self-imposed action could cause significant <br />cash flow constraints on city finances. There are currently many projects that <br />have concluded for several years for which local agencies are eligible for <br />reimbursement upon submittal of adequate documentation and an invoice. <br />Scope of Services <br />Initial Payment Requests: Provide administrative support to prepare 90% <br />payment request at earliest possible point to ensure positive cash flow. This <br />support includes pre-award consultation, preparation of appropriate support <br />documents, development of an invoice, submittal of payment request to OCTA <br />and follow-up as necessary to ensure timely receipt of funds. <br />Final Payment Requests: Provide assistance in the preparation of an acceptable <br />final report, development of an invoice, submittal of payment request to OCTA <br />and follow-up as needed to ensure proper project conclusion and conditions of <br />grant are met. <br />Measure M Eligibility Submittals <br />Each year, local agencies are required to submit a variety of materials to <br />maintain eligibility to receive their share of more than $35 million in turnback <br />funds and to compete for grants through the Combined Transportation Funding <br />Programs (CTFP) process.
