Documentation submitted to Orange County Transportation Authority (OCTA) <br />must be deemed acceptable by OCTA staff, the Technical Advisory Committee <br />(TAC), Citizens Oversight Committee (COC) and Board of Directors prior to a <br />finding of "eligibility". Urban Crossroads is prepared to assistant your staff in the <br />preparation of materials consistent with program requirements with special <br />attention to past problem areas. Our Project Manager, Paul Rodriguez, is in a <br />unique position to assist you with all facets of your annual submittal. Mr. <br />Rodriguez developed many of the tools currently used while employed by OCTA. <br />This experience includes administration of the eligibility process, lead staff to the <br />COC as well as the TAC and featured presenter to the Board of Directors. <br />Scope of Services <br />General Liaison Support: Provide general support and liaison assistance <br />between OCTA staff and local agency to ensure adherence to timelines and <br />requirements. <br />Seven Year Capital Improvement Program (CIP) Preparation: Review of past and <br />current CIP submittals for consistency, content and clarity. This component is <br />required on an annual basis and is the single most critical item reviewed by the <br />COC. In recent years, several agencies have had their eligibility withheld pending <br />COC satisfaction. <br />Maintenance of Effort (MOE) Certification: Verify adequate supporting materials <br />are submitted to substantiate MOE attainment. Declining local revenues will <br />require careful consideration of planned expenditures to meet minimum <br />requirements. In some cases, interpretation issues may arise that necessitate <br />appropriate discussion prior to submittal. <br />Preparation of Submittal Package: Annual submittal requirements change on an <br />annual basis. In addition to the above, local agencies may be required to provide <br />resolutions, pavement management certification, and other related materials. <br />Urban Crossroads will assist in the review and/or preparation of these materials <br />on an as needed basis. <br />Grant Application Development <br />The CTFP includes six Measure M programs and three state/federal source <br />programs. Our Project Manager has conducted nearly every call for projects <br />since 1995. This included development of the guidelines, materials and process <br />currently in place. Urban Crossroads provides unparalleled insight into what <br />makes a project a successful grant recipient. <br />Scope of Services <br />Program Development Liaison: Provide advice for future program guideline <br />changes that benefit locally significant projects. Guidelines are adjusted every <br />two years. Early preparation and participation in this process may be the key to <br />success. <br />Project Identification: Assist local agency in identification of projects that have <br />greatest likely hood of success. Enables leverage of scarce resources to enable <br />greater project implementation. This task is typically accomplished through <br />
