City of Santa Ana RFP for Traffic Counting Services, PROJECT 5512 <br />Organization and Credentials <br />Southland Car Counters (SCC) has an outstanding team of professional full time employees <br />that will ensure the successful coordination and completion of PROJECT 5512, °Traffic <br />Counting Services°. SCC is the largest and most experienced traffic data coNection firm in the <br />Southwest. Southland Car Counters has been located in our City of Orange location, for over <br />six years and in Orange County for fourteen years. <br />SCC has first hand knowledge of the City of Santa Ana area and the proposed study locations. <br />Southland has the requisite experience, personnel, and financial resources to ensure that all <br />requested services are performed in a highly professional manner and completed on-time. All <br />data collection will be conducted on Tuesday, Wednesday, and Thursday only, unless directed <br />by the City Project Manager. Counts will not be performed during holiday periods or other <br />special event periods designated by the City. SCC has reviewed the requirements and will <br />ensure that all data is collected in accordance with the Scope of Work provided with the RFP. <br />We can easily meet the 2-month data collection requirement for 280 the citywide ADT counts <br />We have reviewed the RFP with SOW and have no suggested improvement or changes to <br />recommend. Program management will be accomplished by ensuring clear lines of <br />responsibility and control from the City of Santa Ana Project Manager through the SCC Program <br />Manager to the Field Managers and to the individuals accomplishing all phases/aspects of the <br />program. We have selected Mr. Steve Souter, as Program Manager, with over 16 years <br />experience in traffic data collection and program management, he is well suited to devote his <br />time to the completion of the required tasks. <br />Southland Car Counters currently has a full time staff of 26 and part time staff of 6, and over <br />130 traffic data collection machines available we can support all data collection requirements <br />easily. <br />We are a fast growing company that is rapidly expanding our service to meet the increasing <br />complexity of our client's needs, and seeking to establish new service locals. Our firm provides <br />the following wide range of traffic data collection and engineering services supporting both <br />public and private clients: <br />/ Monitor, collect, process, & report data required to support: <br />- Vehicular/pedestrian traffic studies <br />- 2a-hour Machine counts ~ Average Daily Traffic (ADT) studies. <br />- Intersection Turning Movement (ITM) manual counts. <br />- Radar Speed Studies <br />- Gap and time delay studies <br />- 24-hour Speed studies <br />- 24 hour Axle /vehicle classification studies <br />- Transit ridership studies <br />- Mall, casino, & theme park pedestrian traffic analysis <br />- License, parking, and driveway studies <br />- Commercial real-estate location/site selection <br />- Surveys -Signs, Products, and Restaurant service /compliance <br />- Accident Mitigation <br />3o May 2003 Southland Car Counters <br />
