ECONOMIC DEVELOP. CONF. On motion of Councilman Herrim, <br /> seconded by Couacilmam Brooks <br /> amd carried, Council instructed <br /> the City Attorney to prepare a <br />resolution endorsing the 1965 Orange Coumty Economic Development Comference. <br /> <br />M~2~ERSHIP Fk~W-q Councilman Brooks made a motion <br /> that the $750 membership fee for <br /> the National League of Cities <br /> be paid. A discussion of the <br />value of belongimg te am organization wherein the leaders hol~ philosophies <br />different from Santa Ama leaders in such matters as federal aid followed. <br /> <br />Councilman Brooks withdrew his motion and made a motion that the matter <br />be deferred to the meeting of September 20th when a full Council would <br />be present. The motion was seconded by Counc~l,~- Eerrin and carried, <br />with Councilman Markel voting No. <br /> <br />Councilman Herrin requested that the various ways im which Santa Ann <br />could participate without paying fee be bro,,~ht to Council's atte~tiom. <br /> <br /> Council considered a request <br /> for reimbursement fron Gordon <br />L. Bricken, Planning Commissioner <br />for Course X-403 University of <br />California Extension, "The Urban Goneral Plan" ia the amount of $50.00. <br />The City Manager reported that a prior Couacll had refuse~ to set a <br />policy on such matters amd a stmtlar reimbursement had been paid by the <br />a~mt-lstrative staff on the same basis that am employee would receive <br />reimbursements for am academic course directly related to improvement <br />of operations of his Job. <br /> <br />Councilman Brooks moved that the reimbursement be approved. The motio~ <br />was lost for lack of a second. <br /> <br />It was thereupon moved by Councilman Brooks that the matter be deferred <br />to the meeting of September 20th. The planning Director stated that <br />the previous Council had not wished to set a precedent by giving blawWet <br />approval for departmental budgeting but that each claim should be <br />considered on its own merits. <br /> <br />Councilman Burk stated he would second the original motion to pay <br />Mr. Bricken, a~d the second motion was declared lost for lack of a second. <br /> <br />It was moved by Councilman Brooks, seconded by Councilm-n Burk, that <br />the reimb%~rsement be approved. The motion car~ed with Counc~lmAu Markel <br />voting No. <br /> <br />PARK LAND Acting upon a request from the <br /> Recreation and Parks Board, on <br /> motion of Councilman Brooks, <br /> seconded by Coumcilmam Markel <br />amd carried, Co~ucil instructed the City Manager to contact the Federal <br />Communications Cc~mission regarding possible use of surplus property at <br />Edinger amd Fairview for park purposes. <br /> <br />LATE FILING <br />APPLICATION <br /> <br />Council considered the application <br />for leave to present late claim. <br />filed by Sammy Robert Morales, <br />et al. <br /> <br />CITY COUNCIL - 349 ~ September 7, 1965 <br /> <br /> <br />
