The Council <br />reconvened at 3:35 p.m. with the <br />same Councilmen present. <br /> <br />PERSONNEL BOARD On motion of Councilman McMichael, <br />APPOIB/I~ENTS seconded by Councilman Burk and <br /> carried, Peter Math and Richard <br /> Loughlin were appointed to replace <br />Messrs. Stauffer and Larsen on the Personnel Board~ whose terms expired July 1, <br />1965. Terms of the new appointees will end July 1, 1969. <br /> <br />BUSINESS LICENSE WAIVER On motion of Counc~lm-n Brooks, <br /> seconded by Councilman Markel and <br /> carried, Council authorized business <br /> license issuance without fee to <br />Orange County Association for Retarded Children to operate Thrift Shop at 422 W. <br />4th Street provided all code requirements are met. <br /> <br />BUSINESS LICENSE TAX A written report of staff study <br /> regarding the Chamber of Cc~merce <br /> proposal to remove the City's business <br /> license tax was not completed, but <br />the Manager stated it would recc~mend that the tax not be removed and cited <br />reasons therefor. Chamber of Commerce represent~tivem withheld comment pending <br />receipt of the written report, which the Manager said would be available in a few <br />days. <br /> <br />Councilman ~rkel read a statement <br />urging immediate consideration of a <br />new City Hall and asked the Clerk to <br />send copies to each Councilman. <br /> <br />FEE SCHEDULE Councilman Brooks questioned whether <br /> or not the City's fees for variances <br /> and conditional use permits were high <br /> enough to cover costs and asked the <br />Manager to report on this to Council.
