MASSAGE PARLOBS <br /> <br />The City Manager briefed Council on <br />proposed legislation for the City <br />concerning massage parlors, which <br />have become a problem in nearby <br />cities. <br /> <br />Council meeting, not appearing on the <br /> <br />Mrs. Janice Boer, 912 N. Lowell, <br />requested that in the future the <br />Mayor publicly announce the contents <br />of any item handed him duringthe <br />agenda. <br /> <br />ECONOMIC OPPOR. ACT Dave Dowell~ 12261 Redhill Avenue~ <br /> asked for information concerning the <br /> Economic Opportunity Act and the City's <br /> participation in the program. The <br />Mayor replied that the Council had taken no action in the matter and had little <br />information on it, but noted that a Poverty Program was being initiated by the <br />Orange County Board of Supervisors. <br /> <br />A~TOBNEY ' S ABSENCE <br /> <br />On motion of Councilman Brooks, seconded <br />by Councilman Burk and carried, the <br />City Attorney ~as granted permission <br />to be absent on vacation October 8th, <br />14th and 15th. <br /> <br />COUNCILMAN' S ABSENCE <br /> <br />On motion of Councilman Brooks, seconded <br />by Councilman B~rk and carried, Council <br />granted permission to Councilman <br />McMichael to be absent from the <br />October 18th meeting. <br /> <br />RECESS <br /> <br />At 4:17 p.m., on motion of Councilman <br />Brooks, seconded by Councilm~R Burk <br />and carried, the meeting was recessed <br />to 7:30 p.m. <br /> <br />The meeting was reconvened at 7:30 p.m. in the Council Chambers, with all <br />Councilmen present except Councilman Wade Herrin. Following the Pledge of <br />Allegiance to the Flag, the Invocation was delivered by the Reverend <br />Robert Shuler~ First Methodist Church. <br /> <br />ORD. NS-830 ORDINANCE NS-830 CNANGING DISTRICT <br />AA 550 - VOSE CLASSIFICATIO~ON AMENDMENT APPLICATION <br /> NO. 550, FILED BY CLARA E. VOSE, AND <br /> AMENDING SECTIONAL DISTRICT MAP 2-5-10 <br />(EXHIBIT AA 550 A-Revised) was introduced by title for first reading. <br /> <br />Dr. John Holiday, 1223 River Lane, speaking for the protestants, requested <br />a new hearing, stating so many continuances had been granted in prior <br />proceedings that opponents were not aware a decision would be made on <br />September 20th. <br /> <br />It was moved by Counc~lmmn McMichaet, seconded by Councilman Gilmore for <br />discussion only~ that~ the action of September 20th be rescinded and the <br />matter be referred back to the Planning Co~nission for rehearing and a <br />definite recommendation to Council.
