CITY HALL A~NEX The Manager reported to Council on <br /> the opportunity to purchase the <br /> property now occupied by Pep Boys <br /> Store, adjacent to the City Hall <br />and on the need for additional space. Councilman Markel suggested a new City <br />Hall be built rather than buy more property. The Council agreed the Manager <br />should look into it but with the possibility of a lease rather than purchase. <br /> <br />DOWNTOWN PARKING Hal Winter~ Downtown Santa Ann <br />DISTRICT Association, requested the Council <br /> employ an attorney for the formation <br /> of the parking district in the <br />Central Business District. On motion of CouncilmAn Burk~ seconded by Coullc~lman <br />Brooks and carried Council instructed the City Attorney to employ special counsel <br />for the preparation of documents leading toward creation of the district. <br /> <br />HARBOR DISTRICT Mayor Harvey informed Council the <br /> Attorney General opinion regarding <br /> the legality of the Orange County <br /> Harbor District had been received <br />and copies were distributed to Council. CounciLman Markel requested advice frc~ <br />the City Attorney regarding the method of circulating a petition for withdrawal <br />from the District. Janice Boer, 912 North Lowell, commented on the opinion and <br />noted the City could request the Local Agency Formation Commission to call an <br />election regarding withdrawal; also dissolution of the District could be considered. <br /> <br />RECESS <br /> <br />At 5:~5 p.m. the meeting was recessed <br />to 7:30 p.m. <br /> <br />The meeting was reconvened at 7:30 p.m. in the Council Chambers, with all Council- <br />men present. Planning Cc~mission Resolution 5757 recommended <br />denial. The Clerk reported that notice of the hearing had been published <br />December 18, 1965 and affidavit of publication was on file, and that no written <br />comunications had been received. <br /> <br />Mr. Robert Rickles, attorney for the applicant, stated the applicant at the last <br />Planning Comission hearing had requested the application be changed to a request <br />for C 5 rather than C l; that this Was highest and best use not in conflict with <br />General Plan; there were precedents set in the area by allowing service stations <br />close by; that there had been approvals such as this since Study 19~ that it <br />would not produce increased traffic; that it would not be incompatible with the <br />neighborhood; that it would not decrease property values.
