The meeting was reconvened at 7:30 p.m., in the Council Chambers, with <br />all CounciLmen present. Following the Pledge of Allegiance to the Flag, <br />the Invocation was delivered by the Reverend Robert Shuler, Jr., First <br />Methodist Church. <br /> <br />GENERAL PLAN Mayor Narvey opened the hearing on <br />RES. 66-30 the General Plan, continued from <br /> the adjourned meeting of February 17, <br /> 1966. Mr. Joe Gilmaker, 308 W. 4th <br />questioned and received from the City Manager a clarification of the <br />City's policy on property acquisitions. There being no further testimony, <br />the hearing was closed. <br /> <br />Councilman Brooks read in full RESOLUTION 66-30 ADOPTING A GENERAL PLAN <br />AS A FRAMEWORK AND GUIDE TO ASSIST IN THE FUTURE PLANNING AND GROWTH OF <br />THE CITY OF SANTA ANA and moved that it be adopted, seconded by Councilman <br />Herrin. Councilman Markel expressed concern that traffic problems in the <br />north part of the City had not been solved; that other than that it was a <br />good plan. <br /> <br />The motion to adopt Resolution 66-50 was approved on roll call vote: <br /> <br />AYES, COD-NC ILMEN: <br /> <br />NOES, C OUNC ILMEN: <br />ABSENT, COUNCILMEN: <br /> <br />GiLmore, Brooks, Burk, Nerrin, <br />McMichael, Harvey <br />Marke 1 <br />None <br /> <br />HEARING - Hearing was opened on Amendment <br />AA 573 - PLANNING Application 573 filed by the <br />COMMISSION Planning Commission proposing the <br /> amendment of Sectional District Map <br />7-5-9 by reclassifying from the C 2 to the M i district, property on the <br />north side of First Street between Santa Fe and Hathaway. <br /> <br />Planning Commission Resolution 5765 recommended approval. The Clerk <br />reported that notice of the hearing was published in the Register, that <br />affidavit of publication is on file, and that no written co~unications <br />have been received. There being no response to the Mayor's call for <br />testimony, the hearing was closed. <br /> <br />It was moved by CounciLman Burk, seconded by CounciLman Herrin and carried, <br />that Council approve the reclassification, and instruct the City Attorney <br />to prepare an amending ordinance according to Exhibit A. <br /> <br />~RING - Hearing was opened on Amendment <br />AA 508 - IBARRA Application 508 filed by Jose <br /> Ibarra proposing the amendment of <br /> Sectional District Map ll-5-1Oby <br />reclassifying from the R i to the C 5 district, property on the east side <br />of Fairview between 8th and 9th Streets. Planning Cc~mission Resolution <br />576h recommended denial. <br /> <br />Acting on the request of Robert Rickles, attorney for the purchaser of <br />the property, on motion of Councilman Brooks, seconded by Councilman Burk <br />and carried, Council continued the hearing to March 7, 1966, 7:30 p.m., <br />in the Council Chambers. <br /> <br />the Committee. <br /> <br />Mr. Tom Larsen, Chairman, and <br />Mr. Milford Dahl, Vice Chairman of <br />the Charter Review Committee reviewed <br />the proposed changes recommended by <br /> <br />Mr. Noel Conway and Mr. Ralph Crum presented proposals of the Santa Ana <br />Residents Council. Mrs. Janice Boer, 912 N. Lowell, presented a letter to <br />the Council representing her suggestions for Charter amendments. <br />CITY COUNCIL - 468 - February 21, 1966 <br /> <br /> <br />
