Mr. Ralph de Simone spoke on behalf of the Santa Ana City Employees <br />Association and the Police and Fire Associations in opposition to the <br />proposed amendment regarding reductions in merit pay. Mr. Allan Goddard <br />and Mr. Del Michael spoke in support of the Residents Council proposal <br />regarding elections. <br /> <br />The City Council expressed majority approval of the Charter Review <br />Co~mnittee proposals with the exception of Section 1008, regarding reductions <br />in merit pay, which was deleted; on Section 901, regarding terms for <br />appointive boards and Con~issions, Council proposed a limitation of two <br />consecutive terms of four years each plus any partial term, rather than <br />the three terms recommended by the Committee. <br /> <br />It was understood the City Attorney would place the amendments to the <br />Charter in final form for initiation of ballot propositions for the June <br />primary. <br /> <br />RECESS <br /> <br />At 10:46 p.m., a five minute recess <br />was declared. The meeting resumed <br />at 10:56 p.m.~ with all Councilmen <br />present. <br /> <br />WARNER ACCESS Mr. C. R. Davidson and Mr. Gerald <br /> F. Brame presented request for <br /> access rights to Warner Avenue frc~a <br /> the Hokanson property at 3421 W. <br />Warner. The possibility of ingress only from the east was discussed, <br />preventing left-turn movements. The Public Works Director reviewed his <br />report recommending no driveway be allowed on Warner but on Yale only. <br />Council suggested the applicant discuss the limited access proposal and <br />circulation on site with the Staff once again to try to arrive at an <br />equitable solution. <br /> <br />T~IT. PARCEL MAP 449 <br /> <br />request by letter from the owner. <br /> <br />It was moved by Councilman Burk, <br />seconded by Councilman Markel and <br />carried, that this item be with- <br />drawn from the agenda at the <br /> <br />TEN~. PARCEL MAP 450 On Tentative Parcel Map 450, <br /> ~ Mr. Howard M. Daeley, the applicant, <br /> questioned dedication of access <br /> prior to knowing where driveways <br />would be, but was assured the condition would apply only prior to issuance <br />of building permit on each parcel as it was developed. <br /> <br />On motion of Councilman Herrin, seconded by CounciLman Burk and carried, <br />Tentative Parcel Map 450, filed by Howard M. Daeley, creating two parcels <br />on the south side of First, west of Center, was approved subject to <br />conditions in Planning Director's report dated 2-9-66 and alley requirement <br />was waived. <br /> <br />C0~fl~JNITY CENTER It was moved by Cottucilman Gilmore, <br /> a%-.J seconded by Councilman B~ooks and <br /> carried, that Council authorize <br /> execution of modification of lease <br />dated June 29, 1965 with County of Orange for lease of additional space <br />in Community Center. <br /> <br />CLAIM <br /> <br />It was moved by Councilman GiLmore, <br />seconded by Councilman Brooks and <br />carried, that claim filed by Owen <br />V.
