collected within the district, for future expansion. <br /> <br />The demolition of buildings, where necessary, and the initial surface <br />improvement of the proposed lots, including necessary lighting, <br />metering~ etc. <br /> <br />4) The acceptance of responsibility for operating and policing the <br /> proposed lots, as a mtuaicipal function. <br /> <br />The amendment of the parking regulations to require new developments <br />to provide parking either by new construction or payment of cash in <br />lieu to the District for providing parking. <br /> <br />The City N~ger reported on the use of parking meter Funds, ways in which <br />other cities participated in central core parking, the General Plan <br />proposals Jto bring traffic into the area and possible obligation to <br />participate in providing terminals; he recommended that financing for such <br />a project not be tied to meter revenue which would require continuity of <br />curb parking as this might Jeopardize street development. <br /> <br />The Council discussed at length the responsibility of the city in such an <br />undertaking for the downtown and other areas of the city. Mr. Alvin Klein, <br />owner of property at 4th and Main, and Joe Gilmaker, 308W. 4th Street, <br />spoke in opposition. <br /> <br />On motion of Councilman Herrin, seconded by Councilmau Markel and carried, Council <br />~rdere~l filed ~ letter in opposition fromM rs. Janice Boer and telegram <br />in favor fro~Robert Newcomb. Mayor Harvey commented the Council will <br />probably make a decision at one of its next two meetings. <br /> <br />RECESS <br /> <br />At 5:25 p.m., the meeting was <br />recessed for 5 minutes, reccmvening <br />at 5:~0 p.m. with all Councilmen <br />present. <br /> <br />NORMAN CLAIM At the request of Louis Norman, <br />'~' Council heard a report by the <br /> City Attorney regarding the City's <br /> insurance carrier's refusal to <br />pay a claim filed by Mr. Norman on December 15, 1~65 for a broken door, <br />totaling $76-55. Following a discussion of the City's liability in such <br />cases, Mr. Norman's letter was ordered filed on motion of Councilm~u <br />Gilmore, seconded by Councilman Brooks and carriedo <br /> <br />CIT~ HALL The City Manager reported on the <br /> acute need for space in housing <br /> departments in City Hall and the <br /> necessity for having cost <br />estimates and preliminary design to present a bond issue to the vote of <br />the people. It was moved by Councilman McMichael, seconded by Councilman <br />Burk and carried~ that a Committee be appointed to look into services of <br />architects, obtain cost figures~ and rec~maend employment of an architect <br />to Council. <br /> <br />Mayor Harvey named Councilmen Gilmore, Markel and Brooks as the committee <br />members. <br /> <br />RECESS At 6:05 p.m. the meeting wns <br /> recessed to 7:30 p.m. At 7:30 <br /> p.m., the meeting reconvened, <br /> with the Pledge of Allegiance <br />to the Flag, following which the Invocation was delivered by the <br />Reverend Kenneth D.
