DOW~ToWN PA~I~G DISTRICT Lorin Griset~ Chairmam of the D~,ntown Santa ~na Parking Cc~aittee presented a revised report and map regarding proposed downtown parking district. The report requested the City Council to participate by approving the following progrmm~: The downtown property owners will assess themselves the maximum amount permitted by law ($1~598~257) and acquire lots for customer off~street parking in the priority and locations as shown on revised map filed with the Clerk of the Council. (The estimated acquisition cost of all lots is $1~571~460 computed at 5 times assessed value.) The off-sSreet lots will be given free and in fee to the people of the City of Santa Aha. All actions taken by the Parking District Board of Directors will be subject to the approval and confirmation of the City Council. The parking meter fund of $209~000 will be used to partially pay the estimated $271,9~3 cost of d~molition and const~ction of the new off-street lots. The difference to be bourne by the City as a contribution to the District. The amuual operating and maintenance costs will be b~e by the City out of revenue from parking fines levied within the District. Revenue from parking (both on-street and off-street collected within the District will be used to create additional off=street park_tug. The off-street parking regulations as they affect properties within the District will be amended to require new developments to either provide adequate parking or pay cash in lieu thereof to the District so it may provide adequate parking° Wendell Finley, Rod Munro aud Hal Winter, re~resenting the Downtown Santa Aha Association~ spoke in support of the program~ f~urnishing estimates of revenues from meters and traffic violation fines and estimates of meter and lot maintenance o Mr. Kenneth Price~ 2136 Heliotrope~ a Downtown Santa Ana property owner, reported to Council his willin~ess to cooperate in this project even at the risk of his ow~ parking lot being temporarily adversely affected. Janice Boer~ 912 N. Lowell, Joe Gilmaker, 308 W~ 4th and Clifford Fraizer, 2049 So Halladay spoke in opposition to the proposed parking district. 0~ motion of Councilman Rrooks, seconded by Councilman Burk and carried, the matter was refe=red to the staff for an in-depth study with report to he filed in one month. SIGNS Co~ncilm~n McMichael suggested that ar~y excess funds remaining after completion of the Bowers Museum Parking Lot be used for more adequate signs for the Museum. Councilman B~ooks commented, that if such a proposal were considered, he would donate design and specifications to be sure that the present facility would be enhanced~ The City M~.~.ager stated he would obtaim an estimate of the amount expended from the $9~ ©00 allocation for the parking lot. B~S SERVICE Co~acilman Herrin co~maented on the new service and equipment of the local bus company and urged support from all merchants.
