It was move~ By Councilman Gilmore, secemded by Cowncil~an ~ark am~ carrie~ that <br />the Council .authorize the City Attormey to:proceed with am actie~ to abate this <br />coalition as a pm~lic nuisance. <br /> <br />DOW~ToWN PA~I~G DISTRICT Lorin Griset~ Chairmam of the D~,ntown <br /> Santa ~na Parking Cc~aittee presented <br /> a revised report and map regarding <br /> proposed downtown parking district. <br />The report requested the City Council to participate by approving the following <br />progrmm~: <br /> <br />The downtown property owners will assess themselves the maximum amount permitted <br />by law ($1~598~257) and acquire lots for customer off~street parking in the <br />priority and locations as shown on revised map filed with the Clerk of the <br />Council. (The estimated acquisition cost of all lots is $1~571~460 computed at <br />5 times assessed value.) <br />The off-sSreet lots will be given free and in fee to the people of the City of <br />Santa Aha. <br />All actions taken by the Parking District Board of Directors will be subject to <br />the approval and confirmation of the City Council. <br />The parking meter fund of $209~000 will be used to partially pay the estimated <br />$271,9~3 cost of d~molition and const~ction of the new off-street lots. The <br />difference to be bourne by the City as a contribution to the District. <br />The amuual operating and maintenance costs will be b~e by the City out of <br />revenue from parking fines levied within the District. <br />Revenue from parking (both on-street and off-street collected within the District <br />will be used to create additional off=street park_tug. <br />The off-street parking regulations as they affect properties within the District <br />will be amended to require new developments to either provide adequate parking <br />or pay cash in lieu thereof to the District so it may provide adequate parking° <br /> <br />Wendell Finley, Rod Munro aud Hal Winter, re~resenting the Downtown Santa Aha <br />Association~ spoke in support of the program~ f~urnishing estimates of revenues <br />from meters and traffic violation fines and estimates of meter and lot <br />maintenance o <br /> <br />Mr. Kenneth Price~ 2136 Heliotrope~ a Downtown Santa Ana property owner, reported <br />to Council his willin~ess to cooperate in this project even at the risk of his <br />ow~ parking lot being temporarily adversely affected. <br /> <br />Janice Boer~ 912 N. Lowell, Joe Gilmaker, 308 W~ 4th and Clifford Fraizer, <br />2049 So Halladay spoke in opposition to the proposed parking district. <br /> <br />0~ motion of Councilman Rrooks, seconded by Councilman Burk and carried, the <br />matter was refe=red to the staff for an in-depth study with report to he filed <br />in one month. <br /> <br />SIGNS <br /> <br />Co~ncilm~n McMichael suggested that <br />ar~y excess funds remaining after <br />completion of the Bowers Museum Parking <br />Lot be used for more adequate signs <br />for the Museum. Councilman B~ooks commented, that if such a proposal were <br />considered, he would donate design and specifications to be sure that the present <br />facility would be enhanced~ The City M~.~.ager stated he would obtaim an estimate <br />of the amount expended from the $9~ ©00 allocation for the parking lot. <br /> <br />B~S SERVICE Co~acilman Herrin co~maented on the new <br /> service and equipment of the local <br /> bus company and urged support from <br /> all merchants.
