RECESS <br /> <br />At 4E50 pom~ a five minute recess was <br />declared. The meeting resumed at <br />4~59 p.m.wlth all Councilmen present. <br /> <br />LAW BOOKS On motion of Councilman Brooks, <br /> seconded by Councilman Markel and <br /> carried, the City Council authorized <br /> the City Manager to purchase law <br />books from retiring City Attorney John Colwell for $700°00° <br /> <br />~START PROGRAM The City Manager reported that the <br /> Superintendent of Parks, Mr o Koral, <br /> had been requested to se~e on a <br /> committee to interview~ evaluate and <br />reccmmend persons who might be employed in the Headstart Program. Mayor Harvey <br />c~ented that this is an educational pre-school program, part of the Federal <br />Poverty Program to help children who are handicapped and that he believed it to <br />be a matter of concern to the Board of Education; that if a City employee wamted <br />to participate he should do so as a private individual° <br /> <br />It was moved hy Councilman Burk~ seconded by Councilman Markel~ that the City <br />Council deny the request for official participation in the Headstart Program. <br />The motion was carried with Councilmam Brooks voting ~NO~So <br /> <br />PAYROLL DEDUCTION The City l~anager reported that for <br /> some years he had been rejecting <br /> requests fr~m the Employees Association <br /> for payroll deductions because of <br />the complexity of payroll procedures~ that only two additional deductions can <br />be made before going to another IB~ card~ causing serious increase in cost; <br />that in recent discussion with the Employees Association representatives regarding <br />the possible deduction for dues, Credit Unlo~ savings~ Credit Union payments, <br />arid E bonds~ he had agreed to recommend not more than one~ reserving the one <br />remaining possibility for State Income T~-x withholding~ Reporting that the <br />Employee Association representatives indicated ~terest i~ payment of dues as a <br />primary factor, the Manager ztated that he would proceed with payroll deduction <br />of Association dues if there wis no objection from Council° <br /> <br />REFUSE COLLECTION The City Manager explained to Council <br /> that the Santa Aha Board of Education <br /> has had a separate contract for <br /> refuse collection which expires in <br />june 1966; that a new contract has been awarded by the Board of Education to a <br />contractor other than the City's exclusive contractor° He rec~ended Council <br />authorize legal action to determine the right of the City to control collection <br />of refuse in and on properties of the Santa Ana School District. <br /> <br />The action necessary to make this determination was authorized by the City <br />Council on motion of Co?Ancilm~n Markel$ seconded by Cou~.cilman McMichael and <br />carried. <br /> <br />CHANGE OI~DER f~ motion of Councilman McM~ichael, <br /> seconded by Councilman Herrin and <br /> carried~ Council approved Change <br /> Order ~l to the contract with O o E. <br />Henderson for the construction of Grand Avenue Project 202 in the amount of <br />$1~ 090.00. <br /> <br />CITY COUNCIL <br /> <br />- 541 ~ <br /> <br />June 6, 1966 <br /> <br /> <br />
