The City M~ger suggested delaying decision <br />on the matter until consideration could be given to the budget as the parking <br />area may be increased considerably. On motion of Councilman Brooks, seconded <br />by Councllm~n Eerrin and carried, Council postponed action until the meeting <br />of August l, 1966. <br /> <br />TUSTIN AVE. SEWER LINE On motion o~ Councilman Markel, <br /> seconded by Councilman Herrin and <br /> carried, Council ordered filed <br /> cc~munlca~ion from C. The meeting resumed <br />at 3:27 pom~, with all Councilmen <br />present. <br /> <br />D~NTOWN PARKING DISTRICT The City Manager read and filed <br /> with Council a report on Plan for <br /> Central City Off-Str~et Parking <br /> Program in which he recommended <br />the City should accept some share of costs of providing off-street parking <br />in any business area based upon the following criteria: <br /> <br />1. The area is willing to invest at least 50% of the ~nitial cost of <br /> procuring the off-street parking area. <br /> <br />2. The city shall not be required to do more than match such private <br /> expenditures over a reasonable period of time (10 ~ears?).. <br /> <br />The resulting properties when developed can be expected to provide <br />at least the minimal demand for such parking within the designated <br />time span. <br /> <br />4.. The parking shall be required for multiple usage (i.e., more than <br /> four~ or. s~e similar nm~mber of independent businesses) will be <br /> serviced bythe develolmment and the cost of the program borne by <br /> the properties to be served shall be at least as great as that <br /> which would normally~be required u~der~the application of the city's <br /> requirements for the private provision of off-street parking. <br /> <br />5. The title to the property contained in such off-st~e~t parking <br /> program shall be with the city, and the city shall retain the <br /> <br /> <br />
