right to control the operation of the parking, the charging of <br />parking fees, the development of the properties and the sale or <br />trade of such properties so long as the city shall continue to <br />maintain the number of parking stalls envisioned in the program~ <br />but the location of the facilities based upon most effective <br />service to the participating businesses shall stay with the city. <br /> <br />Regarding' specifically parking in the retail core of the "city center", he <br />recommended the city participate in the following manne~ circumstances~ <br />and understandings: <br /> <br />That the entire initial lot acquisition cost be borne by private <br />interests and that the lots belong in fee to the city without <br />restrictions of any kind. <br /> <br />That all costs, other than acquisition and development and all <br />revenues accruing from parking facilities within the area be the <br />sole responsibility of the city without limitation as to fund <br />source or disposition including maintenance~ policing and <br />operational policy making. <br /> <br />That the city use the money available in the Parking Meter Fund <br />as Miscellaneous Reserve (which should total approximately <br />$285,000 by the time it would be needed in total) to develop the <br />properties as reccmmended in their item~4o <br /> <br />That from funds of the city's choice an annual contribution <br />ultimately totalling no more than initial acquisition costs be <br />expended to cover operating and expansion activities in the <br />area so long as the city is satisfied that the downtown property <br />owners and businessmen are acting to add the other ingredients <br />essential to over-all revitalization.
