The City Manager <br />c~mmented that development of First and Main will require <br />removal of the building on the southwest corner and its value <br />was not added to cost esttm-tes in any case; that four lanes <br />will accommodate traffic in the underpass, which is freeway- <br />designed, but will not on any other part of the street where <br />there are turning movements. <br /> <br />Councilman Gilmore expressed opposition to the divider strip <br />and his opinion that Justice might better be served by taking <br />from both sides in spite of the additional cost, indicating <br />it is a judgment decision. Councilman Markel noted the <br />Downtown Merchants Association was not represented and stated <br />his questions were not answered enough that he could vote. <br /> <br /> <br />
