M]]~ES OF Tn~ REGULAR <br /> OF TNE CIT~ COUNCIL OF <br />C~ OF SANTA ANA~ CALTFORNT~ <br /> <br />March 6, 1967 <br /> <br />The meeting was called to order at 2:00 P.M. in the Council Chambers, 217 <br />N. Main Street. Roll Call was answered by Councilmen James Gilmore, Walter <br />Brooks, Wade Eerrin, J. Ogden Markel, Tom McMichael and Mayor Harry H. Harvey. <br />Councilmau Davis Burk was absent, but arrived at 3:05 P~M. Also present were <br />City Manager Carl J. Thornton, City Attorney William Lo Mock, Director of <br />Public Works Ronald Wolford, Director of Planning Paul Van Stevens, and Clerk <br />of the Council Doris M. Brow~. <br /> <br />APPROVAL OF I~AwOTES On motion of Councilman Markel, <br /> seconded by Councilman Herrin and <br /> carried~ the City Council approved <br />Minutes of the Regular Meeting of February 20, 1967 and approved Minutes of <br />the Regular Meeting of Feb~aary 6, 1967 with the addition of the following <br />paragraphs to Page ll9 under FIRST STREET ALIGNMENT after the close of the <br />public hearing: <br /> <br />Councilman Markel opposed the recommendation that additional <br />width be taken from the north side only, proposing that if <br />anything is done on First Street, the building at the south- <br />west corner of First and Main should be first, and that the <br />four lanes of traffic from the underpass be continued to the <br />west end of the Excelsior Creamery property. The City Manager <br />commented that development of First and Main will require <br />removal of the building on the southwest corner and its value <br />was not added to cost estimates in any case; that four lanes <br />will accommodate traffic in the underpass, which is freeway- <br />designed, but will not on any other part of the street where <br />there are turning movements. <br /> <br />AWARD <br /> <br />Councilman Gilmore expressed opposition to the divider strip <br />and his opinion that Justice might better be served by taking <br />from both sides in spite of the additional cost, indicating <br />it is a Juagment decision. Councilmen Markel noted the <br />Downtow~ Merchants Associatio~ was not represented and stated <br />his questions were not answered enough that he could vote. <br /> <br /> SEWER The City Manager presented a <br /> report of bids received for Main <br /> Street Trunk Sewer and Seventeenth <br />Street and Washington Avenue Sub-Trunk Sewers held over from the February 20 <br />meeting and explained the problem to downtown merchants of having construc- <br />tion on Main Street during the pre-Easter season. Ne explained further that <br />the need for the sewer was critical because there is a location being floc~led <br />out about every two weeks because the sewers are over-taxed and will not accept <br />the total flow. <br /> <br />Sam Rue and Emi Winters, representing the Downtown Santa Aha Association, <br />asked that start of construction be delayed until the 27th of March. Jim <br />McGuire, representing Far Western Pipeline, Inc., the low bidder on the <br />project, explained that he had a good crew of men, some of whom he might lose <br />if the work cannot be started at once; that he believed it would not take the <br /> <br />C ~ITT~ CO'~CIL -134- March 6, 1967 <br /> <br /> <br />
