So Lyons~ 4413 Wo Maurieo Janice Boer asked for removal of blockade of Ross Street west of Uhe high school~ it was the concensus of Council that since this is a cul-de-sac~ with everyone living on the street willing to cooperat% and since the swin~ning pool at Rosita Park is under construction at t.his point~ the Council could act favor- ably in this instance without v~olating its policy to n~t close streets for private purposes. ~n motion of Councilman Herrin~ seconded by Councilman Markel and carried~ the City Council granted the request for this year only~ S?DB~ALK SALE On motion of Councilman Markel~ seconded by Councilman Griset and carried~ Council granted the request of the Downtown Santa Ana Association to change the date of the sidewalk sale approved by the Council on June 19th from July 1st to July 15th. SIGN REQUEST Dick O~Neil~ President~ presented request of O~NeiL~s Hasty Moving and Storage, Ir.c. to place a sign advertising their business at the rear of their South Main property adjacent to the Newport Freeway, re- str~cted by Municipal Code Section 8441. The Assistant City Manager repoi~ted that although there is not an application filed yet~ Mr. O'Neil feels the maximum sign of 40 square feet is not adequate~ that the staff inlterprets the Municipal Code to limit to that area; and the Council should consider the reason for the Code provision~ which is a safety provision to not distract motorists on the freeway. C~m~ncilm~o Brooks asked if Section 84hlwas put in the Mtu~icl~al Code to comply with Stste law for the Federal Building Actj stating it is often misconstrued because it is aimed at billboards° Noting that the Code section preceded the Federal Billboard Act, Mr~ Lafer~ Senior Planner~ commented that the State will not landscape freeways if certaio standards are not adhered to.
