Bristol in C 5 District - APPROVED; <br />VA 67-69, DOWNS - construct room addition that encroaches into required rear <br />yard at 56B1 W. Davit Ave. in R I District - APPROVED; <br />VA 67-70, LOOMIS PROPERTIES, INC. - construct additional unit above allowable <br />number at 1139 S. Poplar St. in R 3 District - APPROVED; <br />VA 67-72, STROSCHEIN - construct a 6' wall in required front yard at 2226 <br />Victoria Dr. in R i District - APPROVED. <br /> <br />MISCELLANEOUS SALES Considering the Manager's report on <br /> proposed fees for miscellaneous sales <br /> and service charges being performed by <br />departments, it was moved by Councilman Brooks, seconded by Councilman Herrin <br />and carried, that the proposed fees be approved and a resolution be prepared. <br /> <br />PLANNING COMMISSION VOTING Council received a report reqUested <br /> August 21 on the possible effect of <br /> conflict of interest disqualifications <br />on the decisions of the Plaguing Commission. The report reflected 48 meetings <br />held, 191 decisions recorded on Variances, Conditional Use Permits, and Zone <br />Changes; during 15 of the meetings on 18 items discussed, one or more Commissioners <br />disqualified themselves, a combined total of 20 times; of the 18 decisions, in <br />only three cases could a decision have been affected by breaking a tie (one <br />time) or causing a tie (two times). <br /> <br />It was moved by Councilman Griset, seconded by Councilman Carlson, that the <br />report be ordered filed. Councilman Narkel expressed concern because a member <br />of the Commission could not enter into important discussions because of his <br />attorney affiliation. Councilman Carlson expressed satisfaction with the <br />performance of the Co~maission and appreciation of their service. <br /> <br />The motion to order the report filed was adopted with Councilman Markel <br />voting "No". <br /> <br />SALAHY RECOMMENDATIONS The Manager's report on recc~mendations <br /> for changes in wages and salaries was <br /> presented. Ralph DeSimone, representing <br />the Santa Ana City Employees Association, commented that there was no discussion <br />of fringe benefits in the report and there were approximately six classifications <br />with which the Association did not agree; however, the Association recommended <br />adoption of the Manager's reconm~endation as presented. <br /> <br />Following a lengthy discussion of the report, the procedures for surveys, and <br />certain areas that might need additional study, RESOLUTION 67-159 AMENDING <br />SECTIONS B AND ~.l OF RESOLUTION NO. 58-281 was read by title. It was moved <br />by Councilman Brooks, seconded by Councilman Griset, that the resolution be <br />adopted, waiving further reading.
