The City Manager .reported that John Unsworth, retiring President of the Santa <br />Aaa City Eaployees Association, has been elected to the Board of Directors <br />of the California League of City E~ployees Association. On motion of Councilman <br />Markel, seconded by Councilman Carlson and carrie~, it was directed that a <br />letter of congratulation be sent to Mr. Unsworth. <br /> <br />HOME RULE Co~ncilmaa Brooks requested that each <br /> member of the Council read the League <br /> Committee report regarding the principles <br />of home rule before the next Council meeting so that it couId be discussed. <br /> <br />RECESS At 5:05 PoM. the meeting was recessed <br /> to 7:30 PoMo at which time it was <br /> reconvened with the same Councilmen <br />present, excep~ Councilm~n Thur~an, who was absent. Following the Pledge <br />of Allegiance to the Flag, the Invocation was delivered by the Reverend <br />Galal Gough of the First Methodist Church° <br /> <br />TAXI OPERATOR APPEAL Nearing was'opened on an appeal filed <br /> by Gerald Farnswor~h from the PoliCe <br /> Chief's denial of a per, it to operate <br />a taxicab, with the Clerk reporting notice of the hearing mailed as required <br />by the Municipal Code, and no communications received other than'the'.appellant's <br />statement. The appellant was not present, and no one desiring to speak frc~ <br />the audience, the hearing was closed. <br /> <br />It was moved by Councilma- Griset, seconded by Councilman Herrin, to deny <br />permit to operate a taxicab in the City. The motion passed on the following <br />roll call vote: <br /> <br />AYES <br />NOES <br />AESE~Y <br /> <br />Herrin, Brooks, Carlson, Griset, McMichael <br />M~rkel <br />Thurman <br /> <br />APPEAL 201 - VA 67-88 Hearing was opened on an appeal filed <br /> By Davi~. G. Gerhardt from the Planning <br /> Commission's approval of VA 67-88, <br />Mission Amusement Company, Inc., to permit retail sales an~ exchange of <br />merchandise in the open in the C 2 District at 3700 W. McFadden. The Clerk <br />reported notice of the hearing mailed to adjacent property owners with <br />evidence on file, and no c.'~m-nications received. <br /> <br />David Gerhardt spoke in opposition to granting of the Variance and presented <br />petitions containing approxinately~ 60 signatures of the neighboring residents. <br />The petitions were ordered filed, on motion of Councilw~n Eerrin, seconded by <br />Councilman Brooks and carried. John Freeman, 907 So. Jackson, also spoke in <br />opposition to granting of the Variance° Dale Heinly~ representing the owners <br />of the property, spoke in favor of the Variance. The hearing was closed. <br /> <br />On motion of Councilman Brooks, seconded by Councilman Herrin and carrie~, the <br />appeal was denied and the City Attorney was instructed to prepare a resolution <br />granting Variance 67-88, subject to conditions in Finding of Fact of the <br />Planning Commission. <br /> <br />CITY COUNCIL 332 <br /> <br />November 20, 1967 <br /> <br /> <br />
