EXHIBIT A City of Santa Ana and WIB - RFP for Welfare-to-Work <br /> Participants for Apprenticeship and Affiliated Training Program <br /> In the health care industry/environment the development and promotion of harmonious and mutually <br /> respectful wo~'king relationships will serve as our models for success to the participants and <br /> businesses/industry alike. The potential to directly affect participants served by increasing their economic <br /> benefit as well as the employers; thus, enhancing individual growth of participants/employees is an <br /> opportunity that will be seized through this training project. <br /> <br /> Communication is difficult at best in the healthcare environment, but when the sender and receiver are from <br /> different cultures, the difficulty mounts. In the workplace, poor intercultural communication may result in Iow <br /> morale, lack of teamwork, charges of discrimination, and a host of other behaviors that negatively affect <br /> productivity. <br /> <br /> Through a comprehensive interviewing and information searching with our partners, we have developed our <br /> program design specifically to meet the needs of the health care system of California by delivering a <br /> multicultural and multilingual approach in the delivery of CNA training that encompasses a VESL Immersion <br /> Program (VIP) that focuses 0,_n real-life experiences, particul.arly workplace communication and culture in <br /> the health care industry. <br /> <br /> Demonstrated Employer Demand for the CNA Training - Due to the shortage of nursing professionals, <br /> many employers are experiencing difficulty in retaining their existing employees as well as meeting their <br /> current hiring needs. This training will upgrade the skills of participants in "soft" skills so they will be able to <br /> deal with employer's current, incumbent workers; thus, enabling them to attain career advancement at a <br /> faster pace or hired into unsubsidized employment. In addition, our collaborative will increase the skills of <br /> the existing Iow-wage workforce through our funded Employment Training Panel (ETP) Health. Care Career <br /> Ladders Program (approved on 12/13/02 to SMC for $486,000), so that participating employers can meet <br /> their hiring needs from within and create "back fill" positions for our current in training cohort of <br /> students/participants. The participating health care facilities have nursing assistants who have training <br /> needs to increase their provision of health care, access opportunities for job advancement, and increased <br /> wages. Therefore, participating facilities have expressed their needs to have a better educated workforce to <br /> increase the probability of job retention, safety, and prevent job-burnout; thereby creating job openings for <br /> our newly trained CNAs to become hired under this project. <br /> <br /> This WtW training program coupled with our ETP-funded career ladder training model will provide us an edge <br /> to enable our participating employers to retrain not only the new hires that have graduated from our training <br /> <br /> program, but their incumbent employees as well to do better work in a clinical environment, keep up with the <br /> <br />'health care needs of their patients, improve employee job performance, and increase the health care <br /> company's operating efficiencies. <br /> <br /> The Partnership: Santa Monica College (SMC), MCS Rehabilitation, Inc. (MCS)/Hollywood WorkSource <br /> Center (HWSC), and SEIU, Local 434b - SMC will administer all training and provide instructional staff, <br /> training materials, and supplies and submit required information/documents related to trainee eligibility, <br /> enrollment, and documentation of completion of training and program outcomes.
