City of Santa Ana and WIB - RFP for Welfare-to-Work <br />Participants for Apprenticeship and Affiliated Training Program <br />vocational assessments of all applicants to determine their suitability and eligibility for participating in the <br />program. SMC will oversee the program, develop/maintain trainee files and establish communication between <br />the partners and the Santa Ana WIB's WtW Staff. <br /> <br />MCS is a professional service agency registered in the State of California with 54 employees and administers <br />the Hollywood WorkSource Center funded by the City of Los Angeles WIB with WIA and WtW funds. MCS will <br />provide assistance in recruitment for reverse referrals, facilities in the City of Santa Ana, computers, supplies, <br />communications equipment and connections, as well as an in-kind support services staff (i.e., receptionist). <br />SBU Local 434b represents over 32,000 Health Care Employees in many health care professions working in <br />many different fields, including CNAs, LVNs, Radiology Technicians, Surgery Technicians, Environmental <br />Service Workers, Food Service Workers, Ward Clerks, Call-Center Operators, Laboratory Technicians <br />responsible for the delivery of, or in support of the delivery of high quality health care services. Local 434b's <br />mission is to improve the lives of working people and their families, and lead the way to a more just and human <br />society. . <br />Planned Outcomes and Objectives - Each class cohort will be limited to 20 to 30 participants only to <br />ensure the integrity of the classroom and remedial education components (as needed). Preliminary <br />conversations from our brain storming meetings confirm that an interest for this type of activity currently <br />exists amongst the employers. Additional offers for participation would occur through direct contact with <br />WtW Staff, and as additional employers are brought on board to meet their hiring needs with an emphasis <br />on monolingual and fully functional Limited English Proficient (LEP) participants in providing and <br />coordinating training services. <br /> <br />We plan to train 75 participants at a total cost of $266,220 or $3,550 per student for 282 hours of classroom <br />instruction, 120 hours of OJT on-site at employers, and 40 hours of basic computer training. Those <br />participants in need of remedial education (VESL/Basic Math and/or Reading Comprehension) will receive <br />such instruction concurrently (spanning.anywhere from 50 to 100 hours) through college volunteer tutors or <br />from assigned volunteer mentors from the union membership of either the California Nurses Association or <br />the Union of Nurses. We will place 60 participants (80 percent placement rate) into unsubsidized <br />employment with a six-month retention rate of 80 percent (48 of the 60 still employed!). <br />1. Program Overview <br /> <br />Unmet Training Need of this Project - This project will fill an unmet need by expanding the availability of <br />both classroom and on-site training for participants. A key element of this project is creating a career ladder <br />for the unemployed participants and soon to be placed CNAs. The Iow wages and long hours in this <br />occupation act as a deterrent to continued educational goals of LVN and RN. Therefore, this project plans-- <br />at no cost to City or WIB of Santa Ana--to intercede with employers to allow for flexible scheduling, provide <br />counseling support and supportive services such as job shadowing/coaching/mentoring through union <br />members, provide additional soft skills training as needed (on-site), provide upgrade classes through Santa <br />Ana College (through Ed Ripley, Dean of Workforce Development) that ensures training pre-requisites can <br /> Page 4 of '~ 5 <br /> <br /> <br />
