City of Santa Ana and WlB - RFP for Welfare-to-Work
Participants for Apprenticeship and Affiliated Training Program
be met, and provide follow-up services to assist the participant in retaining employment upon the completion
of training in doordination with the Santa Ana WtW Staff.

In addition, cultural and language barriers can be overcome with one-day seminars on cultural diversity at
existing work sites or in our classroom. It is expected that participants will demonstrate an increase in
cultural competencies as a result of this exposure. Most seminars will be conducted at the work sites of our
existing network of employers that includes acute care, long-term care, and community healthcare facilities.
Proposed Curriculum - This CNA and Career Ladders Training Curriculum will include field related
California Codes on health care regulation, patients' rights, effective communication, proper interaction,
cultural diversity, environmental emergency procedures, proper patient handling and body positioning,
infection control, asepsis, and bio hazardous waste management, common system of measurement, patient
hygiene, taking and charting vital signs, diets, nutrition, hydration, food intake, food groups, emergency
codes, response techniques and procedures, restorative care and rehabilitation, and effects of aging and
community resources for eld_er care. To ensure uniform benefit and maximized training hours, training will
be provided a minimum of seven hours a day. A training schedule has been developed for the next twelve
months of training. Additional months may be added allowing for additional training cycles, The program's
menu curriculum will provide 282 hours of instruction in topics that have been chosen by SMC instructors
with years of experience in heath care, as well as by participating employers to ensure proper industry
standards (and "buy in") are kept current. MCS/SMC/SEIU will work with our participating employer's
educational departments and human resource managers to develop a customized set of topics along with a
number of training hours for any particular job reclassification.

It is our goal to provide a training program that will meet the specific needs of our participating employers,
as well as the health care industry as a whole. By customizing our curriculum, the potential
employees/students will gain the job skills to attain and retain CNA positions that have demonstrated career
advancement opportunities.

Employer Participation in Developing the Program Design and Curriculum - SMC used a Career Ladders
Customized Training Assessment Form to conduct a needs analysis of participating employer-training needs in
the greater Orange and Los Angeles Counties. Using this form allows us to customize the training for each
participating employer. After conducting a training need analysis for each targeted health care facility, we
developed a program design that will build the skills of the participants to not only become CNAs, but orderlies,
assistants, clerks, personal and home care aides, attendants, and nursing aides and offer opportunities of
advancement to those successfully completing the program. Our training proposal model will enable us to
provide customized training to WtW participants and participating employers to meet their workforce needs in
timely manner.

Types of Supplemental Instruction Available - All participants will receive a hands-on week (40 hours) of
computer instruction, so as to be familiar with PCs, Windows environment, basic Microsoft applications
0Nord/Excel), E-mail, and the Internet. Students get to know the computer one-on-one. For those with an
Page 5 of 15
