RESOLUTION NO. 2003-078 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPOINTING THE COMMUNITY <br />REDEVELOPMENT AND HOUSING COMMISSION AS THE <br />DOWNTOWN SANTA ANA BUSINESS IMPROVEMENT <br />DISTRICT (BID) ADVISORY BOARD; AUTHORIZING THE <br />CREATION OF A BID ADVISORY COMMITTEE RELATED <br />TO SECURITY AND MAINTENANCE IN THE BID AREA; <br />AND DECLARING THE CITY COUNCIL'S INTENT TO <br />LIMIT BID ACTIVITIES TO SECURITY AND <br />MAINTENANCE THEREBY REDUCING THE ANNUAL BID <br />ASSESSMENT BY 50 PERCENT <br /> <br />MV 05-23-.03 <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br /> <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines and <br />declares as follows: <br /> <br />On February 6, 1984, the City Council adopted Ordinance No. NS-1715 pursuant <br />to Section 36500 of the 1979 State of California Street and Highway Code, <br />creating a Business Improvement District (BID) in Downtown Santa Ana. <br /> <br />B= <br /> <br />The BID was formed to provide business in the BID area of Downtown Santa Ana <br />with the resources to help develop maintenance, security, and marketing <br />programs as well as providing physical improvements to the Downtown. <br /> <br />City Council with the assistance of the Santa Ana Chamber of Commerce, <br />created the Downtown Santa Aha Business Association (DSABA) to act as the <br />BID advisory board to advise Council regarding expenditures of BID funds. <br /> <br />In 2003, DSABA considered restructuring itself in order better facilitate its BID <br />advisory duties; a nd by resolution, requested t hat City Council approve a new <br />organizational structure to act as the BID advisory board. <br /> <br />E. A number of alternative organizational structures have been presented to staff <br /> that do not follow the structure as set forth by the DSABA resolution. <br /> <br />Section 2. The City Council hereby: <br /> <br /> A.
