B. Directs CRHC to immediately assume the obligation to prepare an Annual <br />Report and recommend an annual budget to the City Council for approval in December <br />2003. <br /> <br /> C. Advises CRHC of its intent to reduce the function of the BID in 2004 to only <br />provide security and maintenance and thereby reduce the annual BID assessment by <br />50 percent for all assesses for 2004. <br /> <br /> D. Establishes a Downtown Security and Maintenance Committee (DSMC) to <br />recommend an annual budget to the Community Redevelopment and Housing <br />Commission to be made up of an eight-member Committee to be elected by all <br />assessed businesses, with two representatives from each of the four BiD sub-areas <br />elected to two-year terms and that this Committee will be elected after this years budget <br />is presented to Council. <br /> <br /> E. Authorize staff to prepare the 2004 BID budget to present to the CRHC in <br />November 2003. <br /> <br /> F. Directs the Community Development Agency staff to provide technical <br />assistance, similar to that rendered to Neighborhood Associations, to those groups <br />wanting to organize their interests in the Downtown area and approved by the Executive <br />Director. <br /> <br /> G. Directs the Executive Director the Community Development Agency or his <br />designee as agent to take any and all actions necessary to carry out the intent of this <br />resolution. <br /> <br />Section 3. This Resolution shall take effect immediately upon its adoption by the City <br />Council, and the Clerk of the Council shall attest to and certify the vote adopting this <br />Resolution. <br /> <br />Section 4. If this resolution or any provisions thereof are held to be invalid in whole or <br />in part, the assessments shall be reimposed in an identical amount and upon the same <br />businesses as a matter of law and no lapse in the levy of any assessment shall be <br />deemed to have occurred. <br /> <br />ADOPTED this 6th day of October, 2003. <br /> <br />Resolution No. 2003-078 <br />Page 2 of 3 <br /> <br />Miguel A.
