<br /> <br />. <br /> <br />. <br /> <br />ATTACHMENT A <br /> <br />January 18, 1996 <br />Revised Mav 24 1996 <br /> <br />Alton Avenue Overcrossing Project <br />Additional Environmental Scope of Services <br /> <br />ENVIRONMENTAL TECHNICAL REPORTS <br /> <br />Socioeconomics <br /> <br />Purpose: To identify the local and regional socioeconomic effects resulting from the <br />proposed project, and to recommend and evaluate appropriate mitigation measures, <br /> <br />Methodoloav: The socioeconomic section will be prepared in accordance with <br />Caltrans' Guidance for Socioeconomic Analysis, Socioeconomic data will be compiled <br />and analyzed, The socioeconomic analysis will include discussion of eXisting <br />socioeconomic conditions, impacts and recommended mitigation measures, Factors <br />to be identified include regional and local business trends particularly in regards to <br />local industry, occupations, and tax base. Socioeconomic data will be provided for the <br />cities of Santa Ana and Irvine, Orange County, and the state of California. Beneficial <br />and adverse impacts and proposed mitigation measures will be identified. Specific <br />areas of concern include property tax base and sales tax revenue due to the relocation <br />of businesses in the proposed project area, as well as potential impacts during the <br />construction phase due to temporary reduction of area roadway access and the three <br />Lane Channel Desi~ Variations. <br /> <br />Based on a preliminary review of the project background information, it is anticipated <br />, that overall impacts would likely be beneficial, as the project would accommodate <br />Mure business development in the'lrvine Business Complex and MacArthur Place. <br /> <br />Products: <br />. Ten copies of a draft and final Socioeconomics Report. <br /> <br />Draft Relocation Impact Study <br /> <br />Purpose: To identify whether the project will result in the displacement of businesses <br />and to identify relocation needs which may arise, as well as the extent such actions <br />would affect the area. <br /> <br />Methodoloav: The Draft Relocation Impact Study (ORIS) will be prepared pursuant to <br />FHWA and Caltrans guidelines/policies to comply with the Uniform Relocation and <br />Assistance and Real Property Acquisition Policies Act of 1970, as amended. The ORIS <br />will identify characteristics of each alternative and the three I.ane Channel Desi~ Variations <br />for potential relocations including number/type of businesses, approximate number of <br />employees, building square footage, parking areas, owner/tenant mix; potential <br />nonprofit relocations; relocation difficulties based upon type of business, availability of <br />developable commercial and industrial property; project's effect on the local property <br />tax base based on tax records; and relocation assistance programs and policies, <br /> <br />Cities will purchase right-ol-way and provide relocation assistance in accordance with <br />Caltrans guidelines and policies, The ORIS will be prepared according to Caltrans <br />Division 01 Right-ol-Way Procedural Handbook, Chapter 602, Assessor parcel maps <br /> <br />Parsons <br />Brinckerhoff <br /> <br />~"'c"'P'oì\'''"'''''''''an''geladd-$cp~.d<)C <br />EXHIBIT A <br />
