BOWERS MUSEUM The Council Committee of Councilman Markel <br /> and Councilman Carlson, appointed after <br /> receipt of the Memorandum Opinion of Rimel, <br />Harvey & Helsing, attorney% regarding Museum Board, reported to the Council <br />that the members of the Museum Board need to be informed of their duties and <br />responsibilities, which seems to be the problem. Council discussed a resolution <br />adopted in 1967 delineating the powers and duties of the Museum Board, and <br />opinions of the City Attorney written in response to questions from the Museum <br />Board. <br /> <br />After a lengthy discussion, it was moved by Councilman Brooks, seconded by <br />Councilman Griset and carried, that the present committee of Councilmen <br />Markel and Carlson be supplied with these documents, meet with the Museum <br />Board to further pursue and Study on this basis and come back to Council with <br />a report. <br /> <br />RETIREMENT CONTRACT Councilman Markel requested that amendment <br /> of the Employees Retirement System Contract <br /> be placed before the Council for consideration <br />now. This matter was before Council in the form of an ordinance in April, 1968 <br />and again in May and June, 1968 and f~iled to receive the necessary two-thirds <br />affirmative vote of the Council on both occasions. <br /> <br />On motion of Councilman Brooks, seconded by Councilman Markel and carried, <br />it was directed that the matter be placed on the Council Agenda for the November <br />18 meeting. Councilman Herrin voted "No". <br /> <br />RECESS At 4:30 P.M. the meeting was recessed to <br /> 7:30 P.M., at which time it was reconvened <br /> with all Council members present. Following <br />the Pledge of Allegiance to the Flag, the Invocation was delivered by the Reverend <br />Dr. H. L. Fickett, Sr., First Baptist Church of Tustin. <br /> <br />AMENDMENT APPLICATION 834 Hearing was opened on Amendment <br />R. V. RIGHTER Application 634, filed by R. V. Righter, <br /> to amend Sectional District Map 32-4-9 <br />by prezoning property on the west side of Tustin between Fairhaven and the <br />Garden Grove Freeway from the A 1 to the R 1 and C 5 Districts. Planning <br />Commission recommended denial. <br /> <br />Mike Immel, attorney representing applicant, explained to Council that applicant <br />was requesting that the property fronting on Tustin Avenue for a depth of 190 <br />feet be zoned C 5 (1 lot) and the rest of the 9 acres be zoned R 1 (34 lots), as <br />applicant felt the highest and best use for the frontage along Tustin Avenue would <br />be commercial zoning. Mr. Immell presented a list of conditions which his client <br />would be Willing t0 bomplM with if attachedlto' T~ehtatiVe Tract Map~6530 approval <br />and this would be the same as a variance procedure. The communication was <br />ordered filed, on motion of Councilman Herrin, seconded by Councilman Griset <br />and carried. Walter Righter and Ruth Righter also spoke, citing the increased <br />cost of taxes in the past few years on agricultural zoned land. <br /> <br />Speaking in opposition to the commercial portion of the proposed prezoning were <br /> <br />CITY COUNCIL <br /> <br />52 <br /> <br />November 4, 1968 <br /> <br /> <br />
