AMEND, APP. 636 : Hearing was opened on Amendment Appli- <br />PLANNING COMMISSION cation 636, filed by the Planning Commission, <br /> to prezone property adjacent to south side <br />of Garden Grove Freeway approximately 400 feet west of the center line of Tustin <br />to the R 1 District. There being no response to the call for testimony, the <br />hearing was closed. <br /> <br />On motion of Councilman Brooks, seconded by Councilman Herrin, the application <br />was approved and the City Attorney was instructed to prepare an ordinance to <br />reclassify the property according to Exhibit A. On roll call vote: <br /> <br />AYES: Herrin, Brooks, Carlson, Griset, Thurman, McMichael <br />NOES: Markel <br />ABSENT: None <br /> <br />ZONING ORDINANCE ~' Hearing was opened on proposed amendment <br />AMENDMENTS - ORD, NS-954 of Municipal Code Section 9271 regarding <br /> future right of way lines and Section 9271.1 <br />adopting Specific Plan for Street Alignment # 15 for Flower Street from Pine to <br />17th Street (continued from January 6 meeting). There being no response to <br />the call for testimony, the hearing was closed. <br /> <br />ORDINANCE NS-954 AMENDING THE SANTA ANA MUNICIPAL CODE BY <br />AMENDING PART 7 OF CHAPTER 2, ARTICLE IX THEREOF RELATING <br />TO FUTURE RIGHT OF WAY LINES AND SPECIFIC PLANS FOR STREET <br />ALIGNMENT was passed to second reading, on motion of Councilman Griset, <br />seconded by Councilman Brooks and carried. <br /> <br />APPEAL 218 - VA 68-122 Hearing was opened on Appeal 218, filed <br />CARTER SIGN CO. by Carter Sign Company, appealing the <br /> Zoning Administrator's denial of VA <br />68-122 to waive landscaping requirements in construction of an advertising <br />sign which exceeds 35 feet in height. <br /> <br />Willis Clemons, attorney representing Carter Sign Company, pointed out on <br />a map the'location of the proposed sign, explained that it would be on C-2 <br />zoned agricultural land, approximately 500 feet from the freeway, 600 feet <br />from Main Street, would be lighted on the side toward the freeway, would <br />not show toward the residential district; size or,sign is 20! k 80' with a height <br />of 48 feet; and stated that they requested the required 15 feet of landscaping <br />be waived because it would abut on Main Street approximately 600 feet from <br />the sign, and part Of Main Street is not paved but is in farming, so the <br />landscaping would be a hardship on the owner, would interfere with the farming, <br />and would serve no purpose. The Planning Director explained that the Zoning <br />Administrator's decision to deny the variance was affirmed by the Planning <br />Commission since our freeway sign ordinance which has been in effect since <br />1954 prohibits signs 500 feet from the freeway; the landscaping question <br />was technical; if the sign were allowed, he said, there would be no need to <br />identify Santa Ana from the freeway because there would be a m~w of massive <br />billboards.
