After further discussion by Council, it was moved by Councilman Herrin, <br />seconded by Councilman Thurman, to table the matter indefinitely. The <br />motion was adopted on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Herrin, Brooks, Griset, Markel, Thurman, McMichael <br />None <br />None <br /> <br />PETITION The City Council considered a letter <br />FLOWER STREET from Waiter T. Flaherty, M.D., enclosing <br /> a petition containing approximately 180 <br />signatures of residents of the northwest residential district requestion Council <br />no~ to widen Flower Street or modify the parkway and to exert efforts to reduce <br />the flow of traffic on Flower north of Seventeenth Street. <br /> <br />The Mayor recognized Dr. Walter T. Flaherty who alleged deterioration of <br />municipal services in the northwest area of the city. He stated that parkway <br />and parks were not properly maintained; that the Police Department was <br />uncooperative; that there has been a deterioration in Planning in allowing <br />businesses, buses and trucks and ambulances, to ruin residential areas; that <br />home owners~ rights have been sacrificed in the interest of private enterprise; <br />that the State should be requested to close the Freeway off-ramp onto Flower <br />Street; that he believed the City was planning to make Flower Street an arterial <br />freeway. <br /> <br />The Planning Director stated that Flower Street is, and has been since 1958, <br />an adopted secondary highway; that the existing right of way is 80 feet and <br />the proposed right of way is 80 feet; that it will be necessary ~o have two <br />moving lanes in each direction which can be achieved by either decreasing <br />the width of the planted median or decreasing the width of parkway or prohibiting <br />on-street parking. <br /> <br />Tom Thrasher, 2429 North Park Boulevard, opposed Dr. Flaherty's statements, <br />and presented a petition containing approximately 47 signatures of re sidents on <br />North Park Boulevard indicating their support for the cul de sacing of North <br />Park Boulevard at Broadway. On motion of Councilman Herrin, seconded by <br />Councilman Griset and carried, the petition was ordered filed. <br /> <br />Carl Cowles, 24~5 Bonnie Brae, spok~ in opposition to the cul de sacing of <br />North Park Boulevard. Frank Gelinaw, 1530 East 4th Street0 stated his <br />opinion that Council should look at the overall situation and that the request <br />for the funding of the Broadway Extension should go to the Division of Highways <br />as soon as possible. <br /> <br />On motion of Councilman Herrin, seconded by Councilman Griset and carried, <br />the letter from Dr. Flaherty and the petition were ordered filed. <br /> <br />The City Manager explained that Flower Street at the present time is a select <br />street, it has always been an arterial street, and that North Park Boulevard <br />was a State highway until the Garden Grove Freeway was completed, when it <br />was removed from the State Highway System by the State Division of Highways; <br />he further stated there has never been any deviation in the plans for these streets. <br /> <br />CITY COUNCIL <br /> <br />172 April 7, 1969 <br /> <br /> <br />
