PUBLIC HEARING <br />APPEAL 221-CD PLAN #11 <br />HANSEN <br /> <br />Hearing was opened on Appeal 221~ filed <br />by George M. Hansen, appealing Planning <br />Commission.s denial of Civic Development <br />Plan #11, roof sign at southwest corner of <br /> <br />Olive and 4th Streets. George Hansen, applicant, stated that he was a newcomer <br />to the City, and didn't realize a permit was required at the time he hung the sign, <br />and was unaware of the CD zoning~ No one spoke in opposition to the appeal, <br />The hearing was closed. <br /> <br />Following discussion, on motion of Councilman Griset, seconded by Councilman <br />Brooks and carried, the Planning Cornrnission's decision was upheld and CD Plan <br />#i1 was denied. <br /> <br />NEW COUNCILMEN <br /> <br />Mayor McMichael introduced the two newly <br />elected Councilmen, Ray Villa from Ward <br />Five and Jerry Patterson from Ward One. <br /> <br />BROADWAY EXTENSION %~ ~5 At the March 17 Council meeting, subsequent <br /> to the close of the public hearing to consider <br /> a proposed amendment to the Arterial <br />Streets and Highways Element of the General Plan, involving the interchange complex <br />in the vicinity of Main Street and the Santa Aha Freeway, a motion to delay for <br />three months the North Park Boulevard cul de sac but to proceed with the Broadway <br />Extension, West Alternate, was tabled to this meeting. <br /> <br />On motion of Councilman Herr(n, seconded by Councilman Brook~ and carried, <br />the motion was removed from the table for discussion. Councilman Thurman <br />voted "No". <br /> <br />Mayor McMichael expressed his opinion that more .study should be given to this, <br />since it was not an overall project and thought that other factors should be considered <br />before a decision is made, such as the extension of Memory Lane, which is before <br />the Planning Commission now, how the closure of North Park Boulevard would <br />affect the traffic on Flower Street, and whether or not the land on the other side <br />of the Freeway will be annexed. Councilman Brooks agreed with the Mayor and <br />suggested that the Council take a tour of the area. Councilman Thurman also <br />expressed his opinion that the project needed more study. Councilman Griset <br />asked about the urgency to apply for funds from the State Division of Highways. <br />The Public Works Director explained that the State Division of Highways was <br />considering five projects, that this project has a very high priority, that the <br />first cities to apply would have the best opportunity to get the funding, that a <br />delay could set it back two or three years, and that the earliest date for funding <br />for any of the projects being considered now would be 1971 or 1972. He <br />explained that the general concept of the Broadway Extension was acceptable <br />to the State Division of Highways and that Memory Lane would have no effect <br />on the matter, that his concern was in establishing a priority for the funding. <br />In response to a question by Councilman Griset, the Public Works Director <br />stated that the total project cost is approximately $2,100,000 and estimated <br />the State participation as $500,000. <br /> <br /> (continued) <br /> <br />CITY COUNCIL <br /> <br />171 April 7, 1969 <br /> <br /> <br />
