M., the meeting was recessed <br />forl0 minutes; it was reconvened at <br />3:05 P.M. <br /> <br />CIVIC CENTER William Blurock, Architect, presented <br /> the Master Plan for the Civic Center <br /> development and stated that the first <br />construction increment was ready for bid. <br /> <br />Following discussion and review of a model of the Civic Center complex, on <br />motion of Councilman Brooks, seconded by Councilman Villa and carried, <br />the plans, as submitted, were approved in principle and the Civic Center <br />Commission was authorized to proceed with awarding of the contract for <br />construction of the first increment at its earliest convenience. <br /> <br />ALCOHOLIC BEVERAGE A motion by Councilman Herrin, <br />LICENSE APPLICATIONS seconded by CounciLman Brooka to <br /> receive and file the New On Sale Beer <br />License Application for Monterey Cafe, 2026 West 5th Street but to order <br />a protest filed relative to the New On Sale Beer License Application for ~' <br />the Black Derby, 320 South Main Street, was withdrawn following an oral <br />presentation of his business operation plan by the applicant, Mr. Patrick <br />Ry~ 11451 Orange Park Boulevard, Orange. <br /> <br />Following further discussion, on motion of Councilman Herrin, seconded <br />by Councilman Brooks and carried, the following Alcoholic Beverage <br />License Applications were ordered filed: <br /> <br />Black Derby, 320 South Main Street, New On Sale Beer <br />Monterey Cafe, 2026 West 5th, New On Sale Beer' <br /> <br />VARIANCES AND CONDITIONAL It was moved by Councilman Herrin, <br />USE PERMITS seconded by Councilman Brooks and <br /> carried to affirm decisions made by <br />the Planning Commission or the Zoning Administrator, where no appeal <br />has been filed, for the following: <br /> <br />VA 69-16, PLETTINCK - permit triplex and single family dwelling on <br />property in the R 2 District at 3532 W. Camille - APPROVED; <br />VA 69-17, PENN INVESTMENT COMPANY - construct neighborhood- <br />type shopping center in the C 4 District at 1001 S.
