Councilman Villa~s motion to award the contract to Carter and Associates at a cost not to exceed $8,000 also failed for lack of a second. - Conncilrnan Herrin qualified his "no" vote stating that he was opposed to the expendi- ture of public funds for this type of thing; and that such an expenditure should be born~ by the business promotional interests of the City.
