SOUTHEEN CALIFORNIA ASSOCIATION OF GOVERNMENTS (continued) <br /> <br />The motion followed considerable discussion by the Council during which Councilman <br />Herrin stated that in spite of careful study on his part, it was still questionable as <br />to whether SCAG had served any good purpose; that in his opinion it serves best as a <br />clearing house for the Federal organization known as HUD; that it is hard to believe <br />that the City's home rule would be strengthened by such affiliatlon; and that before <br />joining the Council should appoint someone~ to attend some of the SCAG meetings and <br />report back to the Council, <br /> <br />Councilman Villa stated that SCAG was established in 1965 for the purpose of dis- <br />cussion, study and development of recommendations on problems of mutual interest <br />regarding the orderly development of the Southern California region. <br /> <br />Councilman Villa read and requested that the following excerpt from a SCAG booklet <br />entitled, "Status of Regional Transportation Planning and Coordination in Southern <br />California" be included within the Minutes: <br /> <br />"SCAG is a voluntary association of local governments. Membership <br />includes the counties o£ Imperial, Los Angeles, Orange, Riverside, <br />San Bernardino and Ventura and 97 cities within the six county area. <br /> <br />The organizational structure of SCAG includes a General Assembly <br />comprised of representatives of all member governments and a fifteen <br />member Executive Committee to conduct the affairs of the Association. <br />Policy corrnmittees have been established covering the following functions: <br /> <br />Aviation and Airports <br />Water and Waste Management <br />Air Pollution Control <br />Regional Planning <br />Parks and Recreation <br /> <br />The above committees receive assistance from a number of technical com- <br />mittees which also function in an advisory capacity to the various programs <br />being conducted by the SCAG staff. These technical committees are: <br /> <br />Council of Air Pollution Control Officers <br />Council of Airport Administrators <br />Council of Park and Recreation Administrators <br />Council of Planning <br />Council of Engineering <br /> <br />There are a number of other technical planning Committees created by <br />the Council of Planning, the most active one being the Committee on <br />Information Systems and Data Collection, At the present time SCAG is <br />engaged in a number of active programs which include: <br /> <br />Regional Planning Program. The preparation of a Compre- <br />hensive plan for the region. <br /> <br />Open Space Program.
