He <br />expressed the concern of all the Council about the situation, and asked the Staff <br />to explain the pros and cons of the semi-actuated signal. <br /> <br />The Public Works Director explained that the specific design of the signal was <br />a matter for the Traffic Engineer to recommend; that a semi-actuated signal was <br />probably the best solution for the signal at this intersection because it would <br />alleviate the problems, to a~ great extent, that a timed signal would create; but <br />that a number of signals would be considered and he could not say at this time <br />which would be the best one for this location. <br /> <br />The City Manager explained that the signal would be given the highest priority, <br />but that it would take some time because of the complexity of the problem, bidding <br />procedures, et cetera; that it would not be ready by the time school opened in <br />the fall, that it would probably be six months before it could be installed. <br /> <br />Jesse Berry, Member of the Board of Education, expressed the hope that every- <br />one would get out and vote for the school bonds to be passed. <br /> <br />RECESS <br /> <br />memb ers present. <br /> <br />At 9:15 P.M., a five minute recess was <br />declared. The Council reconvened at <br />9:22 P. M., with the same Council <br /> <br />POLICE DEPARTMENT Loran Norton read a prepared statement <br /> concerning the death of Officer Nelson <br /> Sasscer and containing nine suggestions <br />relative to Police Department policy, a copy of which was furnished to the Clerk. <br />It was ordered received and filed, on motion of Councilman Brooks, seconded <br />by Councilman Patterson and carried. <br /> <br />Mrs. Janice Boer, 912 North Lowell, stated that there was a need in the Police <br />Department for a Policewoman; that the people of the community must have <br />respect for the Chief and his department Or "all is lost"; that the department <br />was not well administered; that it did not deal effectively with vice and narcotic <br />problems; and that if it was necessary to fire the City Manager to get rid of <br />the Police Chief~ to do so, in order to re-instill faith in the Police Department <br />with a strong, new, young man. <br /> <br />Charles Thayer, 121 West Murphy, member of the Police Department and <br />member of the Board of the Police Benevolent Association, rebutted the <br />remarks and suggestions made by Mr. Norton. <br /> <br />CITY COUNCIL <br /> <br />- 249 - <br /> <br />June 16, 1969 <br /> <br /> <br />
